El Alto Tiétar corrects the terms and conditions for the C1 administrative position
Por FactBox Admin

The Mancomunidad de Servicios del Alto Tiétar has corrected the rules governing the call and stabilization process for a database administrative position, assigned to group C, subgroup C1. The correction is published in the Official Gazette of the Province of Ávila number 214, corresponding to November 5, 2026, with the official reference 1798/26. The announcement replaces the word “Mayor’s Office” with “President” and renumbers the syllabus in the annex.
Correction of an error detected in the regional gazette
The local entity explains that an error had been noticed in the rules published in the Official Gazette of Castilla y León number 183, dated September 21, 2026, therefore proceeding with its full rectification. The two adjustments affect the designation of the competent body for resolution and the numbering of the topics that applicants must study.
The process is handled through the temporary employment stabilization procedure provided for in Law 20/2021, of December 28, on urgent measures for the reduction of temporary employment in the public sector. It is part of the execution of the extraordinary Public Employment Offer approved by resolution of the Presidency of the mancomunidad on February 6, 2026, published in the BOP of Ávila on February 12, 2026.
A single vacancy requiring a high school diploma
The characteristics of the position are established in the corrected rules:
- Designation: Database Administrator, Office Administrative unit.
- Group and subgroup: C1, with a Bachillerato (high school diploma) or equivalent qualification as of the closing date for applications.
- Number of vacancies: one.
- Regime: General Social Security, with a continuous workday, adaptable to a split shift according to service needs.
- Selection system: competitive examination (concurso-oposición).
- Location: Plaza del Riñón n.º 1, 05430 La Adrada.
Specific requirements include holding the Urban and Industrial Waste Management SEAG0108 course and the qualification accrediting the Recovery, Transformation and Resilience Plan course issued by an official body. Functions include the documentary management of clean points, the processing of files, the management of the census, taxes and fees, subsidies, and accounting.
Thirty questions and twenty scale points
The examination phase will be held before the merit phase and will consist of a multiple-choice questionnaire of 30 questions with three alternative answers, graded from 0 to 30 points. Each correct answer adds 1 point, each error subtracts 0.33, and unanswered questions do not score; it will be necessary to reach 15 points to pass the test.
The merit phase will evaluate achievements up to a maximum of 20 points:
- Professional experience, up to 15 points: 0.75 points per month in associations of municipalities (mancomunidades) in the same category (maximum 10) and 0.50 points per month as an administrative assistant (maximum 5).
- Training, up to 5 points: 0.02 points per hour of related courses, 1 point for occupational risk prevention courses, and 1 point for accrediting at least one year as a user of Gestiona.
- The final score may not exceed 50 points.
The Evaluating Board will be composed of the Presidency, the Secretariat, and three Members, all with voice and vote, appointed by resolution of the President. Applications must be submitted within 20 business days from the day following the publication of the call for applications in the Official State Gazette (Boletín Oficial del Estado), and the provisional list of admitted and excluded candidates will be approved within one month, with 10 business days for corrections. The announcement appears signed in La Adrada on October 21, 2026, by the president, Juan José Tomás Esteban.
Against the rules, which exhaust the administrative route, an appeal for reversal may be filed with the Presidency or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court of Ávila.
The rectification requires applicants to review the syllabus, now consisting of 40 topics divided between a general part of 16 and a specific part focused on the local regime, the organization of the association of municipalities, the registration of documents, and waste management. Since this is a stabilization process with a single vacancy and an experience scale heavily oriented toward those who have already provided services in associations of municipalities, the margin of the competitive examination is decisive for the final result.
