Educació subvenciona els centres concertats amb més complexitat per al curs 2025-2026

The Department of Education and Vocational Training has approved the regulatory bases for grants destined for private subsidized centers within the framework of the Plan for the Improvement of Educational Opportunities (PMOE) for the 2025-2026 academic year. Order EDF/196/2026, dated September 25, signed by the counselor Esther Niubó Cidoncha, is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9769, dated October 8, 2026, with the reference CVE-DOGC-A-26279043-2026. The bases enter into force the day after publication.

The regulation implements section 6.2 of annex 1 of Resolution EDU/1854/2024, dated May 27 (DOGC no. 9175, dated June 3, 2024), which regulates the PMOE for the 2024-2028 period and integrates the PROA+ territorial cooperation program of the Ministry of Education, Vocational Training and Sports. That resolution already provided for a public call for grants addressed to private subsidized centers interested in being part of the Plan.

The grants are framed within the line with code PES25-28_EDF0006 of the Department’s Strategic Grant Plan 25-28. The justifying and economic report was signed by the Director General of Subsidized Centers and Private Centers on June 18, 2026, and the proposal received reports from the Legal Advisory (July 10, 2026) and the Delegated Comptroller (August 6, 2026).

Beneficiary centers and target students

  • Grants may be received by private subsidized centers with higher educational complexity, with a complexity index equal to or greater than 2 according to the 2021 Complexity Classification of the Higher Council for the Evaluation of the Educational System.
  • The target students are those in a situation of socioeconomic and socio-educational vulnerability.
  • The covered educational levels are second-cycle early childhood education, primary education, compulsory secondary education, baccalaureate, basic grade vocational training, initial training programs, specific training itineraries, and intermediate grade training cycles.
  • The awarding procedure is based on competitive bidding.

The purpose is to reinforce the private educational centers with higher complexity of the Education Service of Catalonia to improve equity in access to educational opportunities, reduce early school leaving, and promote academic success, as well as to strengthen the community dimension of educational action and the attention to students with specific educational support needs.

Eligible expenses and amounts

The maximum amount and the budget allocation will be determined by the call for applications, which will also set the amount per beneficiary person. The granted amount can never exceed the cost of the activity.

Eligible expenses include, among others:

  • The contracting of external services or personnel for transport for outings, summer camps, school support monitoring, and workshops outside of school hours.
  • Emotional and educational accompaniment activities, reinforcement of educational support staff, and training actions for teachers and parents in digital skills and learning Catalan.
  • Translation and interpretation services for families, mentoring projects, and cultural, sporting, or musical educational activities beyond school hours.
  • The acquisition of school materials (textbooks, consumable materials, and digital content licenses) for the second cycle of early childhood education, primary, ESO (compulsory secondary education), baccalaureate, and vocational training cycles.

The acquisition of general-use equipment or applications for the center is not eligible for subsidies. Subcontracting may be carried out for up to 100% of the activity’s amount.

Processing, deadlines, and control

  • Applications are submitted electronically via Tràmits Gencat using the standardized form.
  • If the application has defects, the managing body requires them to be corrected within 10 business days.
  • The Evaluation Commission applies the criteria established in the call for applications.
  • The provisional resolution proposal is published on the Electronic Notice Board, and a 10-day period is opened to submit allegations.
  • Modifications to the resolution are resolved within a maximum of 15 business days.
  • The reimbursement procedure must be concluded within 12 months, extendable for justified reasons for up to 6 more months.
  • An appeal for reversal may be filed against the Order within one month, or a contentious-administrative appeal within two months.

The granting resolution is notified through publication in the DOGC and on the Generalitat’s Electronic Notice Board. Since these are subsidies granted on grounds of social vulnerability, information regarding the amount and purpose will be published, but the identity of the beneficiaries will be preserved.

The Order arrives with the 2025-2026 school year already underway and leaves the specification of amounts, deadlines, and evaluation criteria to the call for applications, meaning that the more complex subsidized centers will have to wait for this publication to know the details of the aid. The measure consolidates the PMOE as the Generalitat’s instrument to compensate for socioeconomic inequalities in subsidized schooling.
