Education regulates the accreditation of the C2 level of teacher digital competence

The Department of Education and Vocational Training has regulated the accreditation procedure for the C2 level of teaching digital competence for teachers in non-university educational centers in Catalonia. This is done through Resolution EDF/3235/2026, of September 9, signed by the counselor Esther Niubó Cidoncha and published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9755, of September 21, 2026, with the reference CVE-DOGC-A-26257035-2026. The regulation implements Order EDF/107/2025, of June 26, and approves the bases and the assessment criteria for the evidence.

Article 131.2.f of the Statute of Autonomy of Catalonia attributes to the Generalitat the competence in matters of permanent training and professional development of teaching staff. Within this framework, Resolution EDU/2595/2022, of August 26, was published, which announces the update of the Reference Framework for Teaching Digital Competence in Catalonia, and Order EDF/107/2025, of June 26, which regulates the accreditation procedures and establishes the regulatory framework.

According to the preamble, level C2 is associated with research and transformation functions of education through digital technologies. Given this nature, the accreditation is based on the analysis and validation of evidence that allows for the assessment of the professional and academic trajectory of the candidates.

Requirements and submission of applications

Persons included in article 2 of Order EDF/107/2025, of June 26 (sections a and b), may participate. Applications are submitted electronically through the portal enabled by the Department, within the deadline established by each call, and must include:

• Application for participation available on the Department’s website.
• Self-assessment document.
• Supporting documentation of the evidence, electronically signed.

If the application does not meet the required requirements, the interested person is requested to correct them within a period of ten business days; if they do not, it is considered that they waive their application.

Three blocks of evidence and 15 minimum points

Annex 2 groups the evidence into three blocks, each with a maximum score of 10 points:

• Block A, professional trajectory: digital coordination of the center (1.5 points per course in Generalitat public centers and 0.75 in other centers, maximum 3), assignment to organic units for the planning and coordination of educational uses of digital technologies, including the Barcelona Education Consortium (1.5 points per course, maximum 3), coordination of the digitalization expertise area of the Education Inspectorate (1.5 points per course, maximum 3), inspectors of this area (1 point per course, maximum 3), digital advisory to educational services (1 point per course, maximum 3) and teaching in educational digital technology subjects (1 point per course, maximum 3).
• Block B, academic trajectory: doctorate in digital technologies in education (8 points), university master’s degree (6 points), postgraduate degree (4 points), specialization course (3 points) and coordination or authorship of research projects (1 point per year or project, maximum 3).
• Block C, dissemination: training materials commissioned by the Department (1 point for every 30 hours, maximum 3), presentations of 45 minutes or more (0.25 points, maximum 3), nominal awards granted by an educational administration (2 points), publications with NIPO, ISBN, ISSN or DOI (3 points) and other evidence (1 point, maximum 3).

Accreditation is obtained when a minimum overall score of 15 points and a score in at least two blocks are achieved simultaneously. In blocks A and C, only evidence with a maximum seniority of eight academic courses is taken into account.

Deadlines, bodies and appeals

The accreditation commissions act as the instructing bodies of the procedure, while the Directorate General for Curriculum and Professional Development is the competent body to resolve and issue the accreditations. The provisional list is published on the Department’s website for notification purposes and opens a period of ten business days to submit allegations; afterwards, the final list is drawn up with the score of each participant.

The maximum period to resolve and publish the resolution is six months from the end of the application submission period, and administrative silence is dismissive. Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Minister of Education and Vocational Training within one month.

The regulation affects all non-university teaching staff in Catalonia and establishes the stable framework to which the calls approved by the Department must adjust, which will determine the specific application deadlines and the specific conditions of participation for each procedure.
