Education sets minimum services for the general strike on November 11
Por FactBox Admin

The Department of Education, Culture and Sports of the Regional Government of Castilla-La Mancha has established the minimum services in non-university educational centers supported by public funds during the general strike called for November 11, 2026. This is done through the Resolution of 05/11/2026, signed in Toledo by the regional minister Amador Pastor Noheda and published in the Official Gazette of Castilla-La Mancha (DOCM) no. 213, of November 6, 2026, with the official reference 2026/8045. The minimums will also apply to government-subsidized private centers, at the same levels as public ones.
The call, as stated in the text itself, was registered on October 16 by CCOO and UGT, as well as by the Intersyndical Conference, and affects all workers in companies and the public sector at the state level. The strike will last 24 hours, from 00:00 to 24:00 on November 11. The legal framework invoked is Article 28.2 of the Constitution, Article 10 of Royal Decree Law 17/1977 on labor relations, and Article 6.4 of Decree 78/2010, which empowers the department competent in educational matters to determine the essential services of non-university education.
Three demand blocks and meeting with the strike committee
The organizers propose three axes: guaranteeing decent and affordable housing—with rent caps at 30% of household income and between 50,000 and 100,000 public homes annually—, recovering purchasing power with minimum annual wage increases of 4% for 2026-2028, and eradicating labor abuses, including the remuneration or elimination of unpaid overtime.
The Department justifies the minimums based on the right to education, the right of families to work as the strike coincides with a working day, the right to work for those who do not support the strike, and the maintenance of minimum standards of coexistence. The text details that on November 5, 2026, the Administration met with the strike committee to negotiate the minimum services.
The affected centers are:
- Nursery Schools.
- Early Childhood and Primary Education Schools, Primary Education Schools, and Grouped Rural Schools.
- Secondary Education Institutes and Integrated Vocational Training Centers.
- Conservatories, Art Schools, and Official Language Schools.
- Special Education Centers.
- School Residences.
- Adult Education centers and classrooms.
- Government-subsidized private centers providing non-university education.
One teacher for every three units in Early Childhood and Primary Education
The annex establishes the presence of a director in all centers and adds staffing based on the type of center. In Early Childhood and Primary schools, the minimum is one teacher for every three units, counting the director and the head of studies as one teacher. The resolution also incorporates tables by brackets: schools with 1 to 5 units (58 centers, up to 125 students) maintain only the director, while those with 30 to 32 units (7 centers) have a director, head of studies, and eight teachers.
In Secondary Education Institutes, the criterion is one teacher for every six groups or units, plus one administrative staff member or orderly; in centers with live animals and agricultural exploitation, the essential personnel for livestock feeding and one official or laborer per exploitation are included. In Aggregated Rural Schools, one teacher per section is maintained, with the direction at the main headquarters.
The reference ratios taken from the instructions for the 2026-2027 academic year are:
- Early Childhood, second cycle and first and second grade of Primary: 22 students.
- Third to sixth grade of Primary: 25 students.
- Compulsory Secondary Education and Vocational Training: 30 students.
- Curricular Diversification Program: 15 students.
- Baccalaureate: 32 students.
Reinforcement in Special Education, dining halls, and residences
Early Childhood Schools, due to the age of the students (0 to 3 years), have one educational technician or educator for every 16 children under one year or fraction, for every 26 between one and two years, and for every 40 between two and three years, plus domestic service personnel. In Special Education Centers, the minimum is one Therapeutic Pedagogy teacher for every three units or fraction, with one orderly, two Educational Technical Assistants, and one University Diploma in Nursing if there are students with health needs.
In all centers with a dining hall, kitchen and dining services are maintained with the usual personnel at a percentage not exceeding 33%, unless that percentage is less than one person. In school residences, a residence manager, cleaning, and domestic services in morning and afternoon shifts are guaranteed, one ETA in the night shift and, in Special Education residences, two ETAs in the afternoon and two at night.
Management, effects, and resources
It is the responsibility of the management of each center to guarantee the opening at the start of the day, nominally determine the people who cover the minimums if there is no consensus, and provide information on the monitoring. Non-compliance will be sanctioned according to the applicable regulations. The resolution takes effect the day after its publication, that is, November 7, and an appeal for reversal may be filed within one month before the counselor or a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete.
The decision determines which educational services will remain operational on November 11 and affects the organization of thousands of families and teaching staff in the region: the minimum services do not allow, under any circumstances, the normal development of classes.
