Ecuador expide nuevo catálogo obligatorio de cuentas contables públicas

The Ministry of Economic and Productive Development issued the General Catalog of Accounting Accounts for the Non-Financial Public Sector, which is of mandatory use for all entities within the non-financial public sector. The measure is contained in Resolution No. MDEP-VGF-2026-0042-R, published in the Third Supplement No. 390 of the Official Registry on Thursday, October 15, 2026, in a 76-page booklet. The regulation replaces the catalog that had been in effect since only the previous month.

The resolution was signed in Quito on October 9, 2026, by the Acting Deputy Minister of Finance, Miguel Rodrigo Hernández Cobos, exercising the delegation granted through Ministerial Agreement No. 0104B of August 29, 2018. The instrument is based on numeral 1 of article 154 and article 226 of the Constitution of the Republic of Ecuador, as well as articles 70, 71, 74, and 158 of the Organic Code of Planning and Public Finance (COPLAFIP), which recognize the governing body of public finance as having the exclusive authority to issue, update, and disseminate mandatory accounting provisions.

This is the third version of the catalog in less than three months: Resolution No. MEF-VGF-2026-0026-R of July 15, 2026, was replaced by Resolution No. MDEP-VGF-2026-0038-R of September 16, 2026, published in the Second Supplement No. 380 on September 30, 2026, which is now null and void.

Mandatory use and prohibition of non-cataloged accounts

Article 1 of the resolution provides for the issuance of the catalog, which “is annexed and forms an integral part” of the instrument, and establishes that “no entity may use accounting accounts that are not determined therein.” Article 2 assigns the socialization and communication of the regulation to public sector entities to the Undersecretariat of Government Accounting, while Article 3 entrusts its execution to that same department.

Immediate validity and repeal of the previous catalog

The First Final Provision sets the entry into force “from its signing, without prejudice to its publication in the Official Registry,” meaning from October 9, 2026. The Sole Repealing Provision nullifies Resolution No. MDEP-VGF-2026-0038-R of September 16, 2026, and its annex, and the Second Final Provision entrusts the publication to the Directorate of Document Management and Archive.

Report No. MDEP-SP-SCG-2026-002 dated October 6, 2026, issued by the National Directorates of Non-Financial Assets and Inventories, Financial Statement Analysis and Consolidation, and Budgetary Consistency of the Undersecretariats of Government Accounting and Budget, recommended issuing the catalog to incorporate the accounts associated with the revenue and expenditure items of the Budgetary Classifier, and repealing the September resolution.

Memorandum No. MDEP-CGAJ-2026-0818-M dated October 9, 2026, from the General Coordinator of Legal Counsel, Acting, validated the legal report contained in Memorandum No. MDEP-DAJEF-2026-0206-M of the same date. The resolution is copied to:

  • Diego Andrés Quezada Gómez, General Coordinator of Legal Counsel, Acting.
  • Henry Daniel Taco Moreta, Director of Document Management and Archive, Acting.
  • Diego Marcelo Cárdenas Salazar, Undersecretary of Budget.

Annex Content

The annex, identified as the catalog “as of October 2026,” contains the account matrix with its budgetary association of debits and credits. Among the detailed accounts are:

  • 111.01 Collection Boxes.
  • 111.02 Central Bank of Ecuador Single Current Account - CCU, with sub-accounts such as Fiscal Resources, Self-Management Resources, Savings and Contingency Fund - FAC, Oil Stabilization Fund - FEP, and Provision for the Payment of Public Debt.
  • 111.07.01 Productive, Social, Scientific-Technological Development and Fiscal Stabilization Reactivation Fund-CEREPS.
  • 111.54 Fixed Income Securities and Values with a maturity period of less than three years (General Government only).

The new catalog establishes the single accounting framework with which the State will record its operations and consolidate its financial statements; therefore, its immediate application requires public entities to adjust their accounting systems and processes to the accounts defined herein.
