Dolores Velasco Martín, nueva jefa de Negociado de Protocolo de Presidencia

Resolution No. 7947/2026, of October 26, resolves the free appointment procedure for the filling of position No. 1621-2, Head of Section of the Protocol Service of the Presidency Area, through the appointment of Dolores Velasco Martín. The agreement is published in the Official Gazette of the Province of Seville No. 212, of November 3, 2026, in the Local Administration section, with the official reference BOP-SE-2026-212002.

The procedure: two positions and four resolutions

The appointment culminates a process started last summer. Resolution No. 4554/2026, of June 30, approved the bases and the call to fill two positions by free appointment: 1621-2, Head of Section of the Protocol Service, and 1665-1, Head of Section of the Presidency Cabinet, both for civil service personnel.

  • Resolution No. 5438/26, of August 4: provisional list of admitted applicants.
  • Resolution No. 6135/26, of September 1: definitive list of admitted applicants.
  • September 14, 2026: receipt of the justifying report from the Presidency Cabinet Office regarding the suitability of the candidate.

The suitability report and the appointee’s trajectory

The report from the Presidency Cabinet Office maintains that the positions held by the civil servant throughout her career “represent maximum experience in the activities to be carried out in the offered position,” and adds that she has been assigned the functions of the President’s private secretary. Regarding her training, it concludes that “she has the appropriate training for the characteristics of the position to be filled.”

Velasco Martín had been occupying position No. 1614-9, Executive Secretary of the Presidency Area, so the appointment implies an internal movement within the same area.

Cessation, taking office, and revocation

The resolution orders the cessation of the appointee from her original position, effective within three business days following the publication of the appointment in the BOP. The taking of office will be formalized with administrative effects from the day following the cessation, and the effective incorporation into the new destination will take place on the following business day.

The text also establishes three conditions regarding the assigned destination:

  • It shall be non-waivable, unless another permanent assignment had been obtained through a public call before the deadline for taking office and that option was chosen.
  • Termination may be agreed upon on a discretionary basis, stating in the resolution the reasons why the suitability and competencies that justified the selection are no longer present, or the occurrence of another objective circumstance.
  • In that case, the official will be provisionally assigned to a position until a permanent assignment is obtained, with the obligation to participate in the call that is opened; if no suitable position exists, the Public Employee Area will create “to be extinguished” positions or provide the necessary ones.

The resolution is signed by the Secretary General, Fernando Fernández-Figueroa Guerrero, by delegation of Resolution No. 1221/2026, of March 3, of the Delegated Deputy of the Public Employee Area.

Publication and appeals

The agreement, which exhausts the administrative route, is published for general knowledge in the Official Gazette of the Province of Seville. An optional appeal for reversal may be filed within one month before the Most Excellent Mr. President of the Provincial Council of Seville, in accordance with articles 123 and 124 of Law 39/2015, or a contentious-administrative appeal within two months before the Contentious-Administrative Section of the Court of First Instance of Seville, according to article 46 of Law 29/1998.

On the same date and by the same procedure, the second convened position was resolved: Resolution No. 7955/2026, of October 26, appoints Esperanza Sierra Ruiz as Head of Department of the Presidency Cabinet (position No. 1665-1), published with the reference BOP-SE-2026-212001.

Effect on the municipal organization

The double appointment strengthens the support structure of the Presidency Area in two sensitive fields, institutional protocol and the cabinet, and confirms the commitment to free appointment for department head positions, a system that grants the corporation a wide margin of appreciation —with a prior suitability report— and leaves continuity in the position subject to motivated discretionary termination.
