Doña Mencía fija 35 horas semanales para todo el personal municipal

The City Council of Doña Mencía has published in the Official Gazette of the Province of Córdoba no. 208, dated October 27, 2026 (page 15573, section VI, Local Administration), the modification of the first paragraph of article 10 of its framework agreement on labor relations, which sets the general working day at 35 hours per week on an intensive morning schedule for all municipal staff. The announcement bears the official reference BOP-A-2026-3590, file 2186/2021, and is signed by the mayor-president, Salvador Cubero Priego, with the express warning that “the omission of its mandatory publication” had been noted.

A working day from 8:00 to 15:00, Monday to Friday

The new text of article 10 of the FRAMEWORK AGREEMENT ON LABOR, SOCIAL, AND UNION RELATIONS OF THE LABOR AND CIVIL SERVICE PERSONNEL OF THE CITY COUNCIL OF DOÑA MENCÍA (CÓRDOBA) is drafted in the following terms:

  • General working day of 35 hours per week, from Monday to Friday.
  • Intensive morning schedule, from 8:00 to 15:00.
  • Reduction to 8:00 to 14:00 on the eves of Christmas, New Year’s Eve, Three Kings’ Day, Holy Week, and the Fair, with express reference to article 15 of the framework agreement itself.
  • Application “to all municipal personnel within the scope of application of this Agreement without exception.”

The document specifies that the reduction extends to services that, “due to their special characteristics,” cannot enjoy this schedule: in such cases, the reduction in working hours “shall be compensated with time off or financially.” The agreement does not quantify this compensation nor identify which services fall into this situation, which is referred to negotiation and municipal organization.

Time tracking and disciplinary regime

The published agreement also incorporates a section on compliance control. The City Council will use “the mechanisms it deems necessary and pertinent” for the verification of the actual working hours and warns that non-compliance by the worker “will lead to the opening of the corresponding proceedings,” with the application of the disciplinary regime established in the Basic Statute of Public Employees (EBEP).

The corporation does not detail in the announcement which time registration system it will use nor whether it is already implemented, a matter that remains open to the municipal decision.

A 2021 plenary agreement published now

The origin of the measure is the agreement of the Plenary of the Corporation in an ordinary session on July 29, 2021, item 3 of the agenda, dedicated to the “modification of the general working day of the personnel of the City Council of Doña Mencía.” According to the published text, the modification was to take effect “from the first day immediately following its approval by the Plenary,” that is, from July 30, 2021, without prejudice to its official publication.

That publication is what is now occurring, more than five years later: the announcement is dated in Doña Mencía on February 2, 2026, is electronically signed by the mayor on October 27, 2026, at 07:58:33 hours, and is inserted into the provincial bulletin of that same day, under the secure verification code 5F7B 6FA4 17B3 B979 0EB6.

Background: the 2018 framework agreement

The modified regulation is the framework agreement approved by the Plenary on March 13, 2018, and published in the Official Provincial Gazette no. 74, of April 18, 2018, which regulates the common labor, social, and union conditions of the contractual and civil servant personnel of the City Council. The intervention published now affects only the first paragraph of its article 10, dedicated to the working day, and leaves the rest of the articles intact, including article 15, to which the new wording refers for holiday eves.

The announcement is processed as a modification of the working day and not as a new collective agreement, so that no public information period is opened nor is it submitted for allegations: it is limited to publicizing a plenary agreement already adopted and its new articulated text.

The decision directly affects local public employees, who move to a weekly count of 35 hours in a single morning shift, and the citizenry, because this schedule concentrates all public attention between 8:00 and 15:00 hours and reduces the service to a half-day on the indicated holiday eves. Furthermore, the publication closes the formal anomaly that the City Council itself recognizes in the heading of the announcement: an agreement in force since 2021 that until today lacked the support of its publication in the official bulletin.
