Por FactBox Admin

The Governing Board of the Provincial Council of Soria unanimously approved, in an ordinary session on October 5, 2026, the Public Employment Offer (OEP) for civil service and contractual staff for the 2026 fiscal year, totaling 40 positions. The agreement is published in the Official Gazette of the Province of Soria no. 118, dated October 14, 2026, pages 3468 to 3473 (official reference BOPSO-118-14102026), and bears the signature of the second vice-president, José A. de Miguel Nieto, in Soria on October 8, 2026.
The offer is processed under Article 70 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of the Public Employee, and Article 20 of Law 31/2022, of December 23, on the General State Budgets for 2023. The file includes the Comptroller’s report on the status of the debt, the Human Resources report of 09/21/2026, and the review by the negotiating table with the representation of civil service personnel on 09/09/2026.
The authority to approve the OEP corresponds to the Presidency of the Council, according to Article 34.1.g) of Law 7/1985 regulating the Bases of the Local Regime, although it was delegated to the Local Governing Board by Presidency Resolution no. 3,583/2023, of August 3, 2023. The offer was reported to the Commission on Internal Regime and Personnel in the session of 10/01/2026.
Forty positions: twelve civil servants and twenty-eight contractual staff
Annex I lists the civil service positions, totaling 12, and Annex II lists the contractual staff positions, totaling 28. The distribution by shift is as follows:
- Open competition: 26 positions (7 civil servant and 19 contractual).
- Internal promotion: 14 positions (5 civil servant and 9 contractual).
- Reservation for persons with disabilities: 5 positions in open competition (3 civil servant and 2 contractual).
Among the civil service positions, the following stand out: Administrative Assistant (C1), with 4 in open competition and 3 in internal promotion; Human Resources Mid-Level Technician (A2); Head of Projects and Environment (A1); Shift Chief Corporal (C1) and two Firefighters (C1). Contractual staff include, among others, Social Worker, DUE (Nursing Degree), Nursing Assistant, Cook, Road Assistant, Office Attendant, Doctor, and several positions for Printing Official and Provincial Roads.
Replacement rate of 120% and priority sectors
The configuration of the offer is carried out through the staff replacement rate (TRE), which reaches 120% as it is a local entity with the financial debt amortized as of 12/31/2025, in accordance with Article 20.dos.1 of Law 31/2022. The Council considers the following priority sectors, following the criteria established in the 2018 OEP:
- Intervention and Economic Development.
- Municipal Assistance.
- Fire Prevention and Extinguishing Service.
- Direct assistance personnel in social services (Nursing Homes and Social Services).
- IT.
The agreement further details staffing movements: the voluntary leave of absence due to incompatibility of a firefighter on 01/31/2025, two firefighter leaves for the same reason on 07/13/2026 and 08/31/2026, and the retirement of a worker from the San José Residence with the category of cook on 03/20/2026. Following negotiations with employee representatives, it is agreed to bring forward the 2027 TRE for civil service personnel, increasing two vacant administrative positions in 2026.
Internal promotion, disability, and employment pools
The offer reserves positions for the internal promotion track in accordance with Article 18 of Royal Legislative Decree 5/2015, Article 134 of Royal Decree 781/1986, and Article 13 of the collective agreement applicable to contractual staff. Likewise, it complies with the 7% reservation provided for in Article 59 of the Basic Statute of Public Employees, distributed as follows:
- 2% of the offered positions for persons who prove intellectual disability.
- 5% for persons who prove any other type of disability.
Employment pools will be established derived from the selection processes convened in compliance with this OEP, under the terms set by the approval decree of each. The execution of the offer will take place within a non-extendable period of three years from its publication in the BOP.
Twenty-two positions linked to partial retirement
Annex III contains the forecasts for early partial retirement of permanent contractual staff, amounting to 22 positions, under Royal Decree-Law 19/2026, of June 29, on urgent measures regarding early partial retirement of contractual staff in Public Administrations. Its effective execution is conditional upon the request of the affected worker and compliance with Social Security requirements and the regulations of the relief contract. If the resolution of the selection processes does not coincide with the access to partial retirement, temporary contracting mechanisms may be used, guaranteeing the definitive coverage of the position.
The agreement expressly prohibits that the selection processes result in an increase in expenditure or staffing; therefore, only structural positions with budgetary allocation may be offered. The 2026 provincial budget was approved by the Plenary on 12/30/2025 and published in BOP no. 12 on 01/28/2026.
The publication of the OEP (Public Employment Offer) opens the calendar of calls for applications for the Provincial Council of Soria for the next three years and affects both candidates aspiring to the 26 open-competition positions and provincial staff opting for internal promotion. Furthermore, the 22 partial early retirement positions add a component of generational renewal in essential services such as firefighters, social services, residences, and the provincial printing office.
