Guadalajara Provincial Council approves its first Equality Plan with the trade unions
Por FactBox Admin

The Plenary of the Provincial Council of Guadalajara approved the I Equal Opportunities Plan for Women and Men, negotiated with union representation and applicable to all of its personnel. The agreement was adopted in an ordinary session on September 24, 2026, under file 3248/2025, and is published in the Official Gazette of the Province of Guadalajara number 191, corresponding to Wednesday, October 7, 2026.
The document, signed in Guadalajara on September 14, 2026, by the Negotiating Commission, will be valid for four years (2026-2030) from its approval by the Plenary and enters into force the following day. The Council also commits to processing its registration in the Registry of Collective Labor Agreements and Accords (REGCON).
The plan is framed within Organic Law 3/2007, Royal Legislative Decree 5/2015, Royal Decree-Law 6/2019, Royal Decree 901/2020, and Royal Decree 902/2020, as well as Law 12/2010 and Law 4/2018 of Castilla-La Mancha and the Resolution of March 16, 2023, of the Secretary of State for Civil Service.
A plan negotiated with four unions
The Negotiating Commission consisted of four representatives from the Corporation and four from the legal representation of the personnel:
- For the Council of Guadalajara: Irene Lomas Diego (assistant head of the Human Resources Service), Sonia Rojo Sigüenza (HR Management technician), Jesús Muñoz Barriopedro (head of the Provincial Road Maintenance Service), and Alberto Berbería Gismera (technician responsible for Procurement).
- For the union side: María Teresa Domenech Martín (UGT), Pilar Padrino Torres (CSIF), Ángel Alcón Martínez (CC.OO.), and Francisco Zapata Simón (USO).
The personal scope covers all personnel, regardless of the workplace and the nature of their legal relationship, including those seconded by temporary employment agencies. The workforce amounts to 458 people—186 women and 272 men—distributed across 12 workplaces.
Nine areas of action and seven objectives
The plan is structured into nine areas: governance and organizational culture; access to public employment and selection; professional classification and personnel structure; professional promotion and career development; training; working conditions and occupational health; reconciliation and co-responsibility; remuneration; and prevention of sexual and gender-based harassment.
There are seven general objectives: integrate equality into management; guarantee equality in access to employment; consolidate it in promotion and training; encourage co-responsible reconciliation; ensure an environment free of harassment; apply pay equality; and promote a committed organizational culture.
Diagnosis: no wage gap, with occupational segregation
The previous diagnosis, prepared in accordance with Royal Decree 901/2020, finds no direct discrimination or gender pay gap, given that the remuneration system is determined by objective criteria linked to the Job Position Schedule.
It does detect horizontal occupational segregation—a higher concentration of women in administrative and technical positions and men in trades, maintenance, and infrastructure—a lower female presence in some positions of responsibility and representation, and an unequal use of work-life balance measures, concentrated among women.
Monitoring, annexes, and entry into force
The Monitoring Commission, composed of the same members as the Negotiating Commission, will meet on a regular basis every year and will prepare an annual report. An intermediate evaluation is planned for two years in, and a final evaluation at the end of the term of validity.
The Protocol for the prevention of and action against sexual harassment and harassment on the grounds of sex and the Protocol for action in situations of gender-based violence, which entered into force on September 24, 2026, are included as annexes to the plan.
With this agreement, the Provincial Council of Guadalajara provides its public employment with a stable internal labor framework regarding equality, with verifiable measures and a monitoring calendar until 2030 affecting the 458 workers of the provincial institution.
