Dimar otorga al Club Sabaletas concesión marítima por 20 años en Buenaventura

The Buenaventura Port Captaincy, of the General Maritime Directorate (Dimar), granted the Corporación Club Sabaletas de Buenaventura a maritime concession for twenty (20) years over an area of 7,033.03 m² in the San Antonio estuary, in the urban sector of the District of Buenaventura, for the nautical project “Náutica Club Sabaleta”. The decision was recorded in Resolution number (0091-2026) MD-DIMAR-CP01-ALITMA of May 8, 2026, published in the Official Gazette No. 53,649 on Monday, October 5, 2026.

Regulatory framework and background of the process

The concession is based on Decree Law 2324 of 1984, which defines beaches, low-tide lands, and maritime waters as non-transferable public-use assets, over which private individuals may only obtain concessions, permits, or licenses. Competence was delegated to first-category port captaincies through article 2.4.4.8 of REMAC 2, modified by Resolution number 0846 MD-DIMAR-GLEMAR of November 7, 2023.

The process was not linear. The request was filed under SGDEA number 112025100761 on April 3, 2025, by the legal representative José Gregorio Tejada Cabrera, after Resolution number (0036-2025) MD-DIMAR-CP01-ALITMA of April 11, 2025, ordered the withdrawal and archiving of a previous petition from the same corporation, identified with NIT 890.304.734-2. The public notice was posted between August 20 and September 8, 2025, with no oppositions. The act was signed by the Port Captain of Buenaventura, César Humberto Grisales López.
