Three photovoltaic hybridizations by Iberdrola, Iberenova, and Biovent in Soria dismissed
Por FactBox Admin

The General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition and the Demographic Challenge, has dismissed the requests for prior administrative authorization and administrative construction authorization for three photovoltaic installations intended to hybridize with existing wind farms in the province of Soria, agreeing to archive the corresponding files. The three resolutions, signed in Madrid on September 9, 2026, by the director general, Manuel García Hernández, are published in the Official Gazette of the Province of Soria no. 122, dated October 23, 2026, within section I, State Administration.
The framework for the decision is the authorization regime of article 53 of Law 24/2013, of December 26, on the Electricity Sector, developed by Royal Decree 1955/2000, of December 1. The processing of the three files was handled by the Industry and Energy Area of the Government Sub-delegation in Soria, in accordance with article 113 of said regulation, with public information published in the Official State Gazette and the provincial gazette, and with the projects referred to the Sub-directorate General for Environmental Assessment.
The common element precipitating the archiving is the expiration of the access and connection permits. The three projects obtained the update of these permits on October 10, 2023, at the Almazán 400 kV substation, owned by Red Eléctrica de España, S.A.U., and expiration occurred on May 10, 2026, due to the failure to obtain the environmental impact statement within the timeframe of Royal Decree-law 23/2020, of June 23, which sets 31 months for a favorable environmental statement and 34 months for construction authorization. Red Eléctrica de España, S.A.U. formally communicated the expiration via a written notice that entered the ministerial registry on June 22, 2026.
Three projects and three files
The resolutions affect three companies and three different files, all with an initial request from December 2022:
- Iberdrola Renovables Castilla y León, S.A.: Ventosa del Ducado photovoltaic installation, 43.89 MW, to hybridize with the Ventosa del Ducado wind farm, 44 MW, in the municipality of Miño de Medinaceli. File PEol-FV-157, requested on December 23, 2022.
- Iberenova Promociones, S.A.: Los Campillos photovoltaic installation, 33.825 MW, to hybridize with the Los Campillos wind farm, 34 MW, in Velamazán, Caltojar, and Centenera de Andaluz. File PEol-FV-151, requested on December 30, 2022.
- Biovent Energía, S.A.: Bordecorex Norte photovoltaic installation, 44.199 MW, to hybridize with the Bordecorex Norte wind farm, 44.35 MW, in Velamazán, Barca, Caltojar, Berlanga de Duero, and Centenera de Andaluz. File PEol-FV-152, requested on December 30, 2022.
Together, the projected photovoltaic capacity totals 121.914 MW, which would be added to the 122.35 MW of wind power already installed in these three parks.
Accumulation, disaccumulation, and hearing process
The files for Los Campillos and Bordecorex Norte were accumulated on April 5, 2024, under the code PEol-FV-151 AC for joint processing. This accumulation was revoked on July 16, 2026, when the Directorate General agreed to separate processing, such that each project was resolved under its own file.
The hearing process was notified on July 27, 2026, in the case of Ventosa del Ducado, and on July 28, 2026, for Los Campillos and Bordecorex Norte, with no recorded response from any of the promoters. Regarding environmental matters, the Directorate General for Environmental Quality and Assessment had declared the completion of the environmental impact determination procedure for Ventosa del Ducado on October 11, 2023, while for Los Campillos (September 4, 2023) and Bordecorex Norte (October 27, 2023), it agreed to archive the files as they did not meet the requirements of Royal Decree-Law 20/2022, of December 27.
One-month period to appeal
The three resolutions do not exhaust administrative remedies. An administrative appeal (recurso de alzada) may be filed before the holder of the Secretary of State for Energy within one month from the day following their notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1. Once this period has elapsed without an appeal, the resolutions shall be final for all purposes.
The blow is significant for Soria’s energy map: three hybridization projects intended to expand the province’s renewable capacity without occupying new wind farm land have been shelved, and with them vanish 121.9 MW of photovoltaic power that had been in processing for nearly four years. Furthermore, the text serves as an implicit warning to other developers: without an environmental impact statement within the deadlines of Royal Decree-Law 23/2020, the expiration of access and connection permits entails the loss of administrative authorization.
