Ourense Provincial Council: diversity management course with 30 places

The Provincial Council of Ourense announces a new edition of the Course on the application of diversity management systems in public administrations (AF-83-2026), with 30 places and an application period open until Friday, September 25, 2026. The call was approved by Resolution of the Presidency on September 15, 2026, no. 2026/13444, and is published in the Official Gazette of the Province of Ourense on September 18, 2026, in section I. Provincial Council of Ourense.
The Council of Ourense annually designs a grouped continuous training Program, intended for training actions aimed at the local Administration personnel of the province. In the 2026 plan, this edition of the diversity management course was foreseen, among other actions. The competence for the call corresponds to the Presidency according to article 34.1 of the Local Regime Base Law, and its exercise is delegated to the first vice-president and delegated deputy for Human Resources by Resolution of August 3, 2023, published in the BOP on August 11, 2023. The resolution is signed by the delegated deputy for Finance, Economy and Human Resources, Marta Nóvoa Iglesias.
A training action of 25 hours between October 1 and 27
The course is taught in a mixed modality, with online training and telepresence sessions, and a total duration of 25 hours. The main characteristics are as follows:
- Duration: 25 hours (19 online hours and 6 telepresence hours).
- Dates of completion: from October 1 to October 27, 2026.
- Telepresence sessions: October 1, 21, and 27, 2026.
- Schedule of telepresence sessions: from 17:00 to 19:00 hours.
- Locations: online training on the Green Tal virtual campus and webinars in the virtual classroom with Webex Meeting.
- Places: 30 participants, in a single edition.
The program is structured into three blocks: the conceptual and legal framework of gender equality and the integration of diversity in Public Administration; the tools for gender mainstreaming in the entity’s actions; and the design, management, and evaluation of policies, projects, and good practices regarding diversity. Among the objectives are to enable local public personnel to offer an inclusive, accessible service adapted to functional and cultural diversity, and to promote equal treatment and social cohesion.
Recipients, preferences, and reservation of 7% of the places
Active local Administration personnel to whom the course is addressed may participate, specifically:
- Personnel with job positions involving extensive relationship and communication with citizens or with other entities and institutions.
- Technical and administrative personnel with information and public attention functions in local corporations.
Preference will be given to workers of local entities adhered to the 2026 Continuing Education Program of the Deputación de Ourense. Complementarily, and for vacant positions, personnel in the service of the state and regional Administration may apply. In compliance with Article 48 of the LEPG and Article 59 of the TRLEBEP, 7% of the positions are reserved for people with functional diversity.
Selection, diploma and submission of applications
The selection criteria are the relationship between the functions of the position and the subject of the course, the class of personnel and the professional group or category —with preference for permanent staff over contracted staff— and seniority in the public Administration. The list of selected persons will be approved by resolution of the Presidency and posted on the electronic headquarters of the Deputación; information regarding admission can also be consulted at telephone 988 317 580.
Applications shall be submitted completed according to the official model in Annex II, with a report from the head of the service or department regarding attendance at the course, and shall be sent electronically to the General Registry of the Deputación through the electronic headquarters (sede.depourense.gal) or by any of the means set out in Article 16.4 of Law 39/2015. The falsification or concealment of essential data entails automatic exclusion and the impossibility of participating in other activities of the Deputación for one year.
A diploma of achievement will be obtained by students who participate regularly and pass the modules and evaluation tests. Failure to complete any module or lack of attendance at 15% of the telepresence sessions will prevent the obtaining of the diploma. An appeal for reversal may be filed against the resolution within one month or, directly, a contentious-administrative appeal within two months before the Contentious-Administrative Court of Ourense.
The call expands the Deputación’s continuing education offer for the municipalities of the province in a field, that of diversity management, which directly conditions public attention in local offices. For interested municipal personnel, the deadline is short: applications must be submitted before September 25 and the course begins on October 1.
