Deltebre approves the Code of Good Governance for the municipal organization

The Municipal Plenary of the Deltebre City Council approved the municipality’s Code of Good Governance as internal regulations during an ordinary session on September 17, 2026. The full text was published in the Official Gazette of the Province of Tarragona on September 18, 2026, under reference CVE 2026-08662, spanning nine pages. The regulation establishes the institutional principles and commitments that must guide the direction, management, evaluation, and accountability of municipal activity.

The Code is developed based on Law 19/2014, of December 29, on transparency, access to public information, and good governance, which defines good governance as the set of principles, obligations, and best practices aimed at ensuring that public interests are managed with objectivity, transparency, responsibility, effectiveness, and citizen participation. The City Council already had a Code of Ethics and Conduct; the new text does not replace it nor modify individual rules of conduct, but rather develops the institutional and organizational commitments associated with good governance.

The scope of application covers the City Council and linked or dependent municipal entities at any level, and binds:

• Elected officials and high-ranking officials.
• Management staff and temporary staff.
• Municipal staff and other persons linked to the Organization.

Sixteen articles and eleven guiding principles

The text is structured into a preamble, three chapters, and two final provisions, with a total of sixteen articles:

• Chapter I (articles 1 to 4): general provisions, purpose, nature and relationship with the Code of Ethics, scope of application, and principles of good governance.
• Chapter II (articles 5 to 14): commitments to good governance.
• Chapter III (articles 15 and 16): application and review of the Code.

Article 4 lists eleven principles that must govern municipal activity: legality and legal certainty; service to the general interest; objectivity, impartiality, and equal treatment; institutional integrity and prevention of corruption; transparency; accountability; participation, citizen collaboration, and dialogue; effectiveness, efficiency, and economy; quality of public services and citizen orientation; professionalism and responsibility; and coordination, cooperation, and institutional loyalty.

Transparency, procurement, and institutional integrity

The commitments chapter specifies duties regarding planning and decision-making, regulatory quality and simplification, responsible management of public resources, quality of services, transparency and public information, accountability, open government and citizen participation, coordination and information management, and responsible public procurement.

Regarding transparency, the City Council must guarantee truthful, updated, understandable, accessible, and easily locatable information, and periodically review the contents of the Transparency Portal to detect incomplete, outdated, or duplicated information. In procurement, procedures must be governed by the principles of transparency, publicity, competition, equal treatment, and free competition, with mechanisms for monitoring contractual execution.

Good governance is integrated into the municipal integrity system, consisting of:

• The Code of Ethics and Conduct.
• The Anti-Fraud Measures Plan.
• The Anti-Fraud Committee.
• The Ethics Channel, accessible from the City Council’s website.

Possible infractions or non-compliances must be reported specifically through the Ethics Channel, and the City Council must identify the management areas with the highest risk of irregularity, fraud, corruption, or conflict of interest to establish proportionate prevention and control measures.

Interpretation, review, and publication

Doubts regarding the institutional application of the Code must be resolved by the competent municipal area for good governance and transparency, with the advice of the Municipal Secretary and, on matters of integrity or fraud prevention, the Anti-Fraud Committee. The review will be carried out in coordination with the related municipal integrity instruments, especially the Code of Ethics and Conduct, and also when regulatory or organizational changes occur that substantially affect its content.

The text must be published in full by the Official Provincial Gazette and the Transparency Portal of the Deltebre City Council. The edict is signed by David Torres Fabra, acting secretary, in Deltebre, on September 17, 2026.

With this Code, Deltebre incorporates into its internal regulations a stable framework of transparency, ethics, and accountability that binds elected officials as well as management personnel and municipal workers, and turns compliance with the principles of good governance into a verifiable criterion of daily management.
