The Ministry of Housing and Urbanism created tier 4 of the Integrated Housing Subsidy System through Decree No. 65, published this Thursday in the Official Gazette of the Republic of Chile (No. 44,580, October 22, 2026, Section I, General Norms, CVE 2889817). The regulation modifies DS No. 1 (H. and U.), of 2011, which approves the Regulations of the Integrated Housing Subsidy System, and extends state support to middle-income families with saving or borrowing capacity who until now were excluded from tiers 2 and 3.
The decree was issued in Santiago on June 16, 2026, and bears the signatures of the President of the Republic, José Antonio Kast Rist, and the Minister of Housing and Urbanism, Iván Poduje Capdeville; the transcription for notification corresponds to the Undersecretary of Housing and Urbanism, Natalia Aguilar Bravo. In its recitals, the ministry justifies the measure due to “the sustained increase in housing values and current restrictions on access to financing,” along with the need to have a greater supply of housing to apply the subsidy. The text contains twelve modifications to the 2011 regulation.
A tier for households with saving capacity
The new Article 66 of the regulation establishes that the subsidy for tiers 3 and 4 “is oriented toward middle-sector families with saving and/or borrowing capacity,” who possess the current socioeconomic characterization instrument. In parallel, the decree replaces the expression “tiers 2 and 3” with “tiers 2, 3, and 4” in the definition of “Social integration project” in Article 1, and adjusts Articles 4, 9, 13, 16, 21, 42, and 68 to incorporate the new tier.
Paragraph 24 is now titled “Special provisions for tiers 3 and 4 of housing price,” and Article 67 bis sets the subsidy amounts and the required savings.
Amounts, prices, and minimum savings
Article 67 bis establishes the following parameters to apply for tier 4 under the housing acquisition modality:
- 400 UF subsidy in all regions, provinces, and communes of the country, for homes over 2,200 UF and up to 4,000 UF.
- 500 UF in the regions of Arica and Parinacota, Tarapacá, Antofagasta, Atacama, and the Province of Chiloé, for homes over 2,600 UF and up to 4,500 UF.
- 500 UF in the regions of Aysén del General Carlos Ibáñez del Campo, Magallanes and Chilean Antarctica, the Province of Palena, and the communes of Easter Island and Juan Fernández, with the same price range.
- Minimum savings of 200 UF to apply under the acquisition modality.
- For construction on own site or plot densification, tier 4 does not apply.
- Additional subsidy of 100 UF for affordable housing resulting from the rehabilitation of properties in Historical Conservation Zones, Typical or Picturesque Zones, Historical Conservation Properties, or Historical Monuments, in accordance with Law No. 17,288, provided that two or more homes are created.
- In Urban Densification Incentive Zones, the subsidy may be applied to homes of up to 4,500 UF or 5,000 UF depending on the zone, with an additional 100 UF.
Mobility between tiers and price protection
Beneficiaries of tiers 1, 2, or 3 under the acquisition modality may apply their subsidy to a home with a price higher than their tier and that does not exceed that of tier 4, subject to authorization from Serviu. To do so, they must prove the minimum savings for tier 4 and present a purchase agreement, contract, or other document stating the price and source of financing.
Conversely, beneficiaries of tier 4 may not apply the subsidy to a home whose price is less than or equal to 2,200 UF or 2,600 UF, depending on the location zone. The decree also empowers the Minister of Housing and Urbanism to establish, through a reasoned resolution and with the approval of the Budget Directorate of the Ministry of Finance, a multiplier factor to adjust the subsidy amount according to variations in the costs of materials, labor, and land.
Regulatory adaptation
Article 2 provides that any reference in the decree to Law No. 19,537, on Real Estate Co-ownership, shall be understood as a reference to Law No. 21,442, the New Real Estate Co-ownership Law, or the legal text that replaces it.
The new tier expands the universe of applicants for the Integrated Housing Subsidy System to middle-income households who, due to home prices and mortgage credit conditions, did not qualify for tiers 2 and 3 nor had a subsidized offer tailored to their needs. The entry into force of tier 4 now depends on the calls for applications that Minvu establishes through an exempt resolution, with its respective distribution of resources by region, tier, and modality.
