Czech government sets minimum wage coefficients for 2027 and 2028

The Government of the Czech Republic has set the coefficients used to calculate the statutory minimum wage for the years 2027 and 2028, fixing them at 0.446 for 2027 and 0.458 for 2028. The regulation was adopted on 7 September 2026 and published in Sbírka zákonů under number 164/2026 Sb. on 15 September 2026.

The measure is a government regulation (nařízení vlády) issued under § 111 odst. 9 of Act No. 262/2006 Sb., the Labour Code, as amended by Act No. 230/2024 Sb. It sets the framework for how the minimum wage will evolve over the next two years, directly affecting the pay of low-wage workers and the labour costs of employers across the country.

The coefficients

The regulation establishes two distinct coefficients, one for each year:

  • 0.446 for the calculation of the minimum wage in 2027;
  • 0.458 for the calculation of the minimum wage in 2028.

The coefficient expresses the minimum wage as a share of the average gross wage in the national economy. A higher coefficient means the minimum wage rises faster relative to average earnings, narrowing the gap between the statutory floor and typical pay levels.

Legal basis and entry into force

The regulation was signed by Prime Minister Ing. Babiš and Minister of Labour and Social Affairs Ing. Juchelka, who countersigned the text. Under § 3, the regulation takes effect on the day following its promulgation, meaning it entered into force on 16 September 2026.

The legal foundation lies in the Labour Code, which empowers the government to set the minimum wage coefficients by regulation. The amendment introduced by Act No. 230/2024 Sb. updated the relevant provisions, allowing the coefficients to be fixed for a two-year horizon rather than year by year.

Impact on wages and employers

By setting the coefficients in advance for both 2027 and 2028, the government gives employers and employees predictability about the future path of the minimum wage. The rising coefficient values imply a gradual increase in the statutory minimum wage in both years, in line with the government’s stated goal of bringing the minimum wage closer to a target share of average earnings.

The measure affects millions of workers paid at or near the minimum wage, as well as employers who must adjust payroll budgets accordingly. It also has knock-on effects on related benefits and contributions that are indexed to the minimum wage level.
