Culture extends the digital cataloging of the Museum's collections to TRAGSATEC
Por FactBox Admin

The Ministry of Education, Culture, and Youth of the Autonomous City of Ceuta has approved the extension of the in-house contract with TRAGSATEC for the digital cataloging of the Museum’s collections using the DOMUS program, with a new deadline until January 31, 2027, and no economic impact regarding the already approved budget. The decision is detailed in the decree published as announcement number 718 of the Official Gazette of the City of Ceuta (BOCCE) number 6,665, corresponding to Friday, October 30, 2026, on pages 3724 and 3725.
The decree, dated October 2, 2026, and registered under number 10256, is signed by Minister Pilar Orozco Valverde, with a digital signature date of October 23, 2026, and is issued in exercise of the powers conferred by the Presidential Decree of October 8, 2020, published in the BOCCE on October 13.
The original January contract and the delay of the works
The immediate precedent is the Decree of January 12, 2026, which approved the in-house contract with the Empresa de Tecnologías y Servicios Agrarios, S.A., S.M.E., M.P. (TRAGSATEC), with CIF A-79365821, for digital cataloging services in the DOMUS program for Museum collections, for a term of nine months.
According to the official text, the start of the works was delayed and had not been completed by the date of the resolution; therefore, TRAGSATEC proposed the extension of the contract until January 31, 2027, without economic impact, a measure that the Ministry considers appropriate.
Lack of personnel, the underlying reason
The decree justifies the measure based on the need for a documentary record aligned with standardized guidelines to manage the collections entered into the Museum Service, a task that has so far been executed “partially” in the DOMUS system, implemented by the Ministry of Culture following the signing of a collaboration agreement that allows its use.
The document is explicit about the origin of the problem: “The lack of personnel in the Museum Service makes it unfeasible to properly catalog the collections held by the Museum.” The Ministry also invokes the Autonomous City’s competence in matters of Libraries and Museums, attributed by article 21.1.13º of the Statute of Autonomy, which entails the obligation to catalog the assets deposited in museums and update the inventory.
Legal coverage and effects of the decree
The resolution is based on the consideration of the companies of the TRAGSA Group as personified in-house means and technical services of the administrations, in accordance with:
- Law 9/2017, of November 8, on Public Sector Contracts, whose article 32 regulates assignments to own resources and whose twenty-fourth additional provision expressly identifies TRAGSA and TRAGSATEC.
- Royal Decree 345/2025, of April 22, which develops the legal regime of both companies in their relations with the Administration and dependent entities.
The decree further agrees to report to the Governing Council and orders its publication in the Official Gazette of the City of Ceuta, on the Procurement Platform, and on the Transparency Portal. Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Ceuta within two months, counted from the day following its notification, in accordance with Law 39/2015 and Law 29/1998.
The economic scope of the extension is limited by the text itself: the term of the assignment is extended “without economic impact regarding the budget approved for the assignment,” such that no public expenditure is added and the continuity of the service is covered by the rates already provided for the own resource.
The extension directly affects the management of the local museum heritage: the digital inventory in DOMUS is the basis for controlling, documenting, and disseminating the holdings of the Museum of Ceuta, such that the delay in cataloging affects both the conservation and public access to the collections.
