Cuatro contratos de emergencia por 4,9 millones reparan taludes en carreteras de Aragón

The State Road Demarcation of Aragon, under the Secretary of State for Transport and Sustainable Mobility, has formalized four emergency contracts to repair damage caused by storms to the embankments of roads N-123, N-230, N-260, and N-260A, due to a “situation of grave danger to road safety.” The announcements were published in the Official State Gazette (BOE) no. 266, dated October 27, 2026, section V-A, with references BOE-B-2026-35079, BOE-B-2026-35080, BOE-B-2026-35081, and BOE-B-2026-35082. Together, the four awards total 4,920,037.89 euros.

The contracting authority is headquartered at Plaza Santa Cruz, 19, Zaragoza, and acts as a state authority with general public service activities. The four files share the same objective and were processed through an accelerated negotiated procedure without publicity, with award dates of September 3, 2026, for the two construction contracts and September 4 for the two project management service contracts. The announcement was sent on October 22, 2026, and all four bear the signature of the chief engineer of the Demarcation, Sandra de Francisco Méndez.

Four roads and six affected kilometer points

The works are distributed between the two Aragonese provinces through which these state network routes run, with NUTS code ES24 as the place of execution:

  • N-123, kilometer point 15.620.
  • N-230, kilometer points 89.200 and 91.200.
  • N-260, kilometer point 437.200.
  • N-260A, kilometer points 500 and 464.100.

The two construction contracts were tendered under CPV code 45233124 (main road construction works), while the two technical assistance contracts correspond to CPV 71541000 (construction project management services).

Works and technical assistance: the distribution of awards

The Demarcation divided the emergency into four files, all under the series 38-HU-260027, with different results in terms of the number of bids and the awardee:

  • File 38-HU-260027.1, for works, awarded to Altius Geotecnia y Obras Especiales, S.L. (Monzón, Huesca) for 2,753,760.33 euros, with three bids received, all from SMEs.
  • File 38-HU-260027.2, for works, awarded to Solutioma, S.L. (Lérida) for 1,724,169.92 euros, with two bids received, both from SMEs.
  • File 38-HU-260027.3, for project management services, awarded to TPF Getinsa Euroestudios, S.L. (Madrid) for 233,625.00 euros, with three bids, two of which were from SMEs.
  • File 38-HU-260027.4, for project management services, awarded to Alauda Ingeniería, S.A. (Madrid) for 208,482.64 euros, with three bids, two of which were from SMEs.

The two construction contracts account for the bulk of the expenditure: 4,477,930.25 euros compared to 442,107.64 euros for technical assistance. Three of the four awardees are declared as SMEs in the announcement, and Altius Geotecnia y Obras Especiales, S.L. is the only company listed with that status among the highest-value construction awardees.

Accelerated processing due to road safety risk

The four announcements are for formalization, not for bidding: the procedure had already been resolved when they were published in the bulletin. The formula used, the accelerated negotiated procedure without publicity, is what allows the Administration to contract without a prior public call when reasons of urgency concur, and in this case, the file is justified by the “serious danger to road safety” generated by the damaged slopes.

The publication in the Official State Gazette occurs almost two months after the award and five days after the announcement was sent, meaning the works were already underway or in a position to start when the distribution details appeared. The announcements include the contractor profile on the Public Sector Procurement Platform to consult the complete documentation.

Impact on drivers and the state network

The closing of the administrative file directly affects those traveling on these four roads, which cross the Pyrenees and the Aragonese pre-Pyrenees and link with the French border and the accesses to the Ebro valley. The repair of the slopes affects the normality of traffic in mountain sections where a single incident can force prolonged closures and detours of dozens of kilometers.

With 4.9 million euros committed in a single package, the operation also measures the damage that the storms left on the Aragonese state network and the priority that the Demarcation has given to slope stabilization over other investments. The four contracts are now subject to the execution of the works and the technical assistance that must supervise them.
