Crypto-assets and securities accounts integrated into the central touchpoint
Por FactBox Admin

King Philippe signed, on September 29, 2026, a royal decree amending the royal decree of April 7, 2019, concerning the operation of the central contact point for financial accounts and contracts. Published in the Belgian Official Gazette of October 13, 2026, under reference C − 2026/007315 (p. 54665), the text adds securities accounts and crypto-asset accounts to the list of data that financial institutions must communicate to the central contact point (CCP). It enters into force on December 1, 2026.
A transposition of the European anti-money laundering directive
The royal decree transposes into Belgian law Article 16(3), e) and f), of Directive (EU) 2024/1640 of the European Parliament and of the Council of May 31, 2024, on the mechanisms to be established by Member States to prevent the use of the financial system for the purposes of money laundering or terrorist financing. The report to the King recalls that the legislator had already, via the law of December 18, 2025, containing various provisions, added certain information concerning securities accounts and crypto-asset accounts to the list of data that the financial institutions referred to in Article 3 of the law of July 8, 2018, must now communicate to the CCP.
The addition of these new categories of data necessitates the amendment of the royal decree of April 7, 2019, which notably regulates the modalities for communicating information to the CCP. This is the primary objective of the present decree, particularly its Article 1, 1°, and its Articles 4 to 9.
Prior opinions and formalities
The file was submitted to several bodies:
- opinion of the Finance inspectors of May 20, 2026;
- opinion of the National Bank of Belgium of May 29, 2026;
- agreement of the Minister of Budget of June 10, 2026;
- opinion no. 79.796/2/V of the Council of State of August 25, 2026;
- standard opinion no. 65/2023 of the Data Protection Authority of March 24, 2023;
- opinion of the European Central Bank of December 8, 2025.
The Council of State notes that the request for an opinion addressed to the European Central Bank and the Data Protection Authority had not yet received a response at the time of examination, and that the preamble must be completed to reference these opinions.
What information providers must declare
The text extends reporting obligations to three types of accounts:
- bank or payment accounts;
- securities accounts;
- crypto-asset accounts.
For periodic balances, the information to be communicated includes the identification of the account concerned, the date of the event, and the balance expressed in euros, where a negative balance may be replaced by a zero balance. Identification may be based on a bank account number or the unique identification reference of a payment, securities, or crypto-asset account.
Calendar and Transitional Measures
The decree establishes a precise schedule:
- by October 30, 2026, at the latest, communication of information relating to securities and crypto-asset accounts existing as of December 31, 2025;
- by December 14, 2026, at the latest, communication of the balances of these accounts as of December 31, 2025, and June 30, 2026;
- by December 7, 2026, at the latest, communication of other information relating to the period from January 1, 2026, to November 30, 2026, inclusive;
- general entry into force on December 1, 2026, with Article 8 entering into force on the day of publication in the Moniteur belge.
An Exemption Deferred to a Future Bill
The report to the King mentioned the extension of the 3,000 euro exemption threshold, currently applicable to cash transactions, to the purchase or sale of crypto-assets for cash. The Council of State noted that this exemption was not included in the mechanism. The delegate responded that the mention of exchanging crypto-assets for cash — which may take place in what are commonly called “bitcoin ATMs” — had been removed from the law on miscellaneous provisions to be inserted into a draft anti-fraud bill currently under preparation, and that the report to the King would be revised accordingly.
The decree is signed by Philippe, King of the Belgians, and countersigned by the Minister of Finance J. Jambon and the Minister of Justice A. Verlinden.
Scope
With this modification, the central contact point ceases to be a register limited to bank and payment accounts: it becomes a register also covering securities portfolios and crypto-asset accounts. All subject financial institutions and crypto sector players must adapt their reporting systems before December 1, 2026, under penalty of failure to comply with the obligations provided for by the law of July 8, 2018.
