Council adds person to EU sanctions list over Russia destabilisation

The Council of the European Union has added a person to the EU list of those subject to restrictive measures over Russia’s destabilising activities, freezing her funds and imposing travel restrictions. The decision was published in the Official Journal of the European Union of 25 September 2026 through three notices — C/2026/5021, C/2026/5022 and C/2026/5023 — which give the person until 2 October 2026 to ask the Council to reconsider the listing.
The listing rests on Decision (CFSP) 2024/2643, as amended by Decision (CFSP) 2026/2164 (OJ L, 2026/2164, 24.9.2026), and on Regulation (EU) 2024/2642, as implemented by Council Implementing Regulation (EU) 2026/2165 (OJ L, 2026/2165, 24.9.2026). Both parent acts date from 9 October 2024 and establish the EU framework of restrictive measures in view of Russia’s destabilising activities.
The person is not named in the notices, which refer to her only as the person appearing in the Annex to Decision (CFSP) 2024/2643 and in Annex I to Regulation (EU) 2024/2642; the grounds for designation are set out in the relevant entry of those annexes. The same regime produced an earlier notice in the Official Journal of 4 August 2026 (C/2026/4259) on maintaining measures against Tinatin Givievna KANDELAKI.
What the measures entail
- Inclusion on the list of natural and legal persons, entities and bodies subject to restrictive measures.
- Freezing of funds and economic resources.
- Travel restrictions barring the person from EU territory.
- The right to apply to the competent authorities of the relevant Member State, listed in Annex II to Regulation (EU) 2024/2642, for authorisation to use frozen funds for basic needs or specific payments, under Article 3 of that regulation.
Deadlines and reporting duties
- The person may at any time submit a request, with supporting documentation, that the Council of the European Union reconsider the listing; to be considered in the ongoing review it must arrive before 2 October 2026.
- Requests go to the Council’s General Secretariat, RELEX.1, Rue de la Loi/Wetstraat 175, 1048 Bruxelles/Brussel, or by email to sanctions@consilium.europa.eu.
- Under Article 9(2) of Regulation (EU) 2024/2642, the person must report, within six weeks of the listing, funds or economic resources held within the jurisdiction of a Member State to the competent authority of the Member State where they are located, and cooperate with any verification.
- Failure to comply is treated as circumvention of the measures on the freezing of funds and economic resources.
Data protection and legal remedies
- The data-protection notice (C/2026/5023) is issued under Article 16 of Regulation (EU) 2018/1725; the controller is the Council of the European Union, represented by the Director-General for External Relations, with RELEX.1 entrusted with the processing operation.
- Recipients of the personal data are the Member States, the European Commission and the European External Action Service; data are retained for five years after removal from the list or expiry of the measure, or until a final judgment if legal action is brought.
- The notice states that the data subjects are natural persons who fulfil the listing criteria laid down in Decision 2014/145/CFSP and Regulation (EU) No 269/2014.
- The person may challenge the Council’s decision before the General Court of the European Union under Article 275(2) and Article 263(4) and (6) of the Treaty on the Functioning of the European Union, and may lodge a complaint with the European Data Protection Supervisor.
The notices show the EU’s Russia destabilisation regime still being applied through individual listings rather than broad packages, and they place the burden on the designated person to act quickly: the reconsideration window closes on 2 October 2026, one week after publication, while the six-week asset-reporting clock runs from the date of listing.
