Council accepts Norway's one billion krone contribution to Ukraine Facility

The Council of the European Union has accepted Norway’s NOK 1 000 000 000 non-repayable contribution to Pillar I of the Ukraine Facility and allocated it to the eleventh quarterly instalment of the Ukraine Plan. The decision, Council Implementing Decision (EU) 2026/2229 of 24 September 2026, was published in the Official Journal of the European Union, L series, on 2 October 2026.

The decision amends Council Implementing Decision (EU) 2024/1447 of 14 May 2024, which approved the assessment of the Ukraine Plan. Its legal basis is Article 20(2) of Regulation (EU) 2024/792 of 29 February 2024 establishing the Ukraine Facility, whose Article 7 allows Member States, third countries, international organisations, international financial institutions or other sources to make additional contributions to the Facility, including to the Ukraine Plan.

A third-country contribution to Pillar I

Norway committed NOK 1 000 000 000 as an additional financial contribution to Pillar I of the Ukraine Facility in the form of non-repayable financial support. The contribution constitutes external assigned revenue, and the Commission is responsible for managing it under the procedures applicable to Union expenditure, in particular those of Regulation (EU) 2024/792 and Regulation (EU, Euratom) 2024/2509 of 23 September 2024 on the financial rules applicable to the general budget of the Union.

The amount made available to Ukraine is the equivalent in euro of NOK 1 000 000 000 at the official exchange rate at the time of the transfer. The new Article 2(5a) inserted into Implementing Decision (EU) 2024/1447 provides that the contribution is to be implemented under the same rules and conditions as the amount already covered by that article.

Conditions before disbursement

The contribution is subject to two prior conditions:

  • the entry into force of a transfer agreement between Norway and the Commission;
  • the transfer of the related financial contribution.

Disbursement is further subject to the satisfactory fulfilment of the relevant qualitative and quantitative steps of the Ukraine Plan. The amount of the eleventh instalment is to be adjusted to take into account Norway’s contribution expressed in euro.

The eleventh instalment in figures

The annex to Implementing Decision (EU) 2024/1447, in the section entitled “Eleventh instalment (Q4 2026)”, is replaced by the following figures:

  • Total amount: EUR 2 103 225 808 and NOK 1 000 000 000
  • Non-repayable support: EUR 270 000 000 and NOK 1 000 000 000
  • Loans: EUR 1 833 225 808
  • Total number of steps: 23

The decision enters into force on the date of its publication in the Official Journal and applies from the date of its adoption, 24 September 2026. It was done at Brussels on 24 September 2026 and signed for the Council by its President, P. BURKE. The Council justified the urgency by the situation in Ukraine and the need to ensure continuity in providing support.

For readers, the decision locks in a further NOK 1 000 000 000 of grant financing for Ukraine inside the eleventh quarterly instalment, scheduled for the fourth quarter of 2026, which now carries a total of EUR 2 103 225 808 plus the Norwegian amount and 23 steps to be met before disbursement.
