Cospeito announces three interim laborer positions and creates a job bank

The Cospeito City Council announces the selection of 3 multi-service laborers as interim civil servants, due to excess or accumulation of tasks, for a duration of four months, and the creation of an employment pool. The guidelines were published in the Official Gazette of the Province of Lugo number 191, on Saturday, August 22, 2026, under reference R. 2249.

The call is part of the 2026 Provincial Council Cooperation Plan with Municipalities, within the Employment Reinforcement Program, intended for the hiring or appointment of personnel for the execution of mandatory minimum works and services of municipal competence, of general and social interest. The appointment is governed by article 10.1.d) of the Recast Text of the Basic Statute of the Public Employee (Legislative RD 5/2015).

Functions and requirements

The positions are assigned to the multi-service works area of the council, linked to the operation and maintenance of municipal facilities, public roads, parks and gardens, water and sewage networks, urban furniture, as well as cleaning tasks, biomass management, and maintenance of secondary strips. The working day may coincide with Sundays and holidays.

To participate, applicants must meet, among others, the following requirements:

• Be Spanish or a national of an EU Member State or a country with a free movement treaty.
• Be in a situation of unemployment or employment improvement, accredited by a certificate from the Public Employment Service, maintained until the signing of the contract.
• Be at least 16 years old and not have reached the retirement age.
• Possess a primary education certificate and a type B driver’s license.
• Accredit knowledge of Galician (CELGA 2 or equivalent qualification) or pass a multiple-choice test.

Submission and selection process

Applications shall be submitted to the General Registry of the Council or through the channels provided for in article 16.4 of Law 39/2015, within a period of five business days starting from the day following the publication of the announcement in the BOP. The application must be accompanied by a copy of the DNI, a responsible declaration, academic qualifications, documentation accrediting the unemployment status, Galician language certificate, and driver’s license.

The selection will be carried out through a competitive examination (oposición) system, respecting the principles of equality, merit, capacity, publicity, and transparency. The examination phase will consist of a mandatory and eliminatory practical test, scored from 0 to 80 points, with 40 points required to pass. In the event of a tie, it will be resolved by a draw by the Tribunal.

Employment pool

People who do not obtain a position will become part of a job pool, ordered by the final qualification in descending order. The pool will serve to cover the position in case of temporary disability leave, maternity, vacations, voluntary resignation, failure to pass the probationary period, or accumulation of tasks. Its duration will be that of the appointment of the selected candidate.

The call and the rules will also be published on the website of the Deputación de Lugo and on the website and electronic office of the Concello de Cospeito, where successive announcements regarding the tests will be made known.

The initiative represents a job opportunity for unemployed people in the region, while reinforcing basic municipal maintenance and security services, financed with provincial cooperation funds.
