Corte Suprema levanta suspensiones a cuatro abogados y los reincorpora al notariado

The Supreme Court of Justice declared the end of the suspensions imposed on four legal professionals—three in the public function of the notary and one in the practice of law—and ordered their reinstatement to the permanent roster of notaries. The decision is contained in agreements 1643-D, 1879-D, 1893-D, and 1900-D, published in the Official Gazette Volume No. 453, Number 184, of Monday, October 5, 2026, pages 9 and 10, within the Judicial Branch section.

The four agreements were issued by the General Secretariat of the Supreme Court of Justice by virtue of the delegation conferred by the Plenary through Agreement 7-P of October 17, 2019. They are based on articles 24 and 43 of the Administrative Procedures Law, article 70, obligation 13a, of the Judicial Organic Law, articles 14 and 182, attribution 12a, of the Constitution of the Republic, and article 13 of the Notary Law.

These are administrative acts for the execution of sanctions already issued in disciplinary proceedings: in each case, the Plenary resolved that the suspension period had been completed and ordered the issuance of official notices to all courts and public registries in the country, in addition to publication in the Official Gazette. The four documents are signed by Licentiate Julia del Cid, General Secretary of the Supreme Court of Justice.

The four cases and their dates

The detail of each resolution, as published, is as follows:

  • Agreement No. 1643-D (San Salvador, August 7, 2026): disciplinary file D-760-22 (D-017-MJ-22); Plenary resolution of July 14, 2026; benefits José Ernesto Morataya Díaz, Esq., suspended from the public function of the notary since June 27, 2023, by agreement 729-D of July 20, 2023; effective as of August 7, 2026 (Registry No. F50230).
  • Agreement No. 1879-D (September 10, 2026): file D-006-24 (D-002-MS-24); resolution of August 25, 2026; benefits Santos Rafael Medrano Castillo, Esq., suspended from the practice of law since January 20, 2025, by agreement 281-D of February 18, 2025; effective as of September 10, 2026 (Registry No. F50163).
  • Agreement No. 1893-D (September 11, 2026): file D-3058-23 (D-016-MN-23); resolution of September 1, 2026; benefits Norma Carolina Molina Galán, Esq., suspended from the public function of the notary since November 27, 2024, by agreement 23-D of January 9, 2025; effective as of September 11, 2026 (Registry No. F50117).
  • Agreement No. 1900-D (September 11, 2026): file D-431-23 (D-003-FL-23); resolution of August 25, 2026; benefits Lucrecia Georgina Fuentes Mejía, Esq., suspended from the public function of the notary since December 22, 2023, by agreement 231-D of February 1, 2024; effective as of September 11, 2026 (Registry No. F50125).

Suspensions between seven months and more than three years

The sanctions now concluded had very different durations. The longest corresponds to José Ernesto Morataya Díaz, whose suspension extended for slightly more than three years and one month, starting from late June 2023. He is followed by Lucrecia Georgina Fuentes Mejía, with nearly two years and nine months of suspension. In the case of Norma Carolina Molina Galán, the term exceeded twenty-one months, while Santos Rafael Medrano Castillo served around one year and eight months of suspension from the practice of law.

In all four cases, the Plenary resolution expressly includes the instruction to incorporate the professional’s name into the permanent roll of notaries, thereby enabling them to intervene in notarial acts and to appear before courts and public registries.

Impact for litigants and users

The publication of these four agreements formally closes the disciplinary files and restores full authorization to the affected professionals, which directly impacts litigants, companies, and users of notarial services who had pending or suspended procedures due to the disqualification of these lawyers and notaries. The notice to all courts and public registries in the country also seeks to prevent documents granted during the suspension period from remaining in a state of registration uncertainty.
