Cornellà authorizes Procornellà to sell the properties on Cobalt Street

The Plenary of the Cornellà de Llobregat City Council has approved the authorization for the municipal company Procornellà to alienate, by means of a purchase and sale agreement, two properties integrated into the Municipal Land and Housing Patrimony (PMSH), located within the Reparceling Project of the PAU of Cobalt Street. The agreement, adopted in the plenary session of July 22, 2026, is published in the Official Gazette of the Province of Barcelona on September 10, 2026 (official reference CVE 202610139583, file P25 028).
The operation is part of the municipal housing policy: the sale must enable the construction of subsidized housing, with direct effects on housing accessibility for the population of Cornellà. The Plenary had already definitively approved on May 27, 2026, the transfer of the undivided shares or properties to the PMSH, and on July 13, 2026, Procornellà submitted the application (Entry Registry 36319) requesting authorization to proceed with the sale, in compliance with articles 165 and 166 of the TRLUC.
The properties subject to alienation
The two plots, registered in the Property Registry of Cornellà de Llobregat, appear as properties resulting from the Reparceling Project of the PAU of Cobalt Street:
- Property B1.1 (registry 57.195), volume and book 1647, folio 104.
- Property B1.2 (registry 57.196), volume and book 1647, folio 107.
Both are entirely allocated to the Municipal Land and Housing Patrimony of Cornellà de Llobregat.
Conditions of the sale
The authorization is granted in favor of the third party who is awarded the corresponding bidding process, under the following particular conditions:
- Approval of the Specific Clauses Document by the corresponding bodies of Procornellà.
- Award system based on the economically most advantageous offer for the interests of the company, with technical criteria according to the plurality of criteria of the Document.
- Bidding price equal to or higher than the current valuation of the property.
- Provisional guarantee of 2%.
- Linking of the property to the purposes of the PMSH and to the legal regime of article 160.5 of the Urban Planning Law, destined for the established urban use.
- The income obtained must form part of the PMSH, destined for the purposes of article 224.2 of the Urban Planning Law Regulations.
- Obligation of the awardee not to modify the general urban planning that would result in an increase in the value of the land, except for supervening circumstances (article 97.2a of the TRLUC).
Processing and transparency
The agreement, signed by Mayor Antoni Balmón Arévalo, will be communicated to Procornellà, the Tax Management Department, the Department of Territorial Policy and Housing, and the Municipal Audit Office. Furthermore, its content will be permanently disseminated on the municipal Electronic Office, in compliance with Law 19/2013 and Law 19/2014 on transparency.
The operation represents a key step in unlocking the land on Cobalt Street and promoting endowment housing in a municipality with strong residential pressure, while ensuring that the proceeds from the sale revert to the public land and housing assets.
