Por FactBox Admin

The Healthcare Procurement Agency of the Community of Madrid has put out to tender the mixed service and works contract for the maintenance, conservation, and repair of health centers, local clinics, plots, and other buildings dependent on the Primary Care Assistance Management of the Madrid Health Service (SERMAS). The call is published via Resolution of October 27, 2026, by the agency’s CEO, José Nieves González, in the BOCM number 267, of November 6, 2026, with the reference BOCM-20261106-43. The file, PA SER 38/2025 (A/SER-027521/2025), also includes replacement and improvement actions linked to these facilities.
The contract is processed through an open procedure with ordinary processing and is divided into 7 lots, one for each Primary Care assistance directorate. The estimated value reaches 31,918,427.42 euros, while the base tender budget is 15,569,964.60 euros net, which with 21% VAT (3,269,692.55 euros) totals 18,839,657.15 euros. The planned duration is 24 months, extendable up to a maximum of 48 months with extensions.
Seven lots per assistance directorate
The territorial division reproduces the healthcare structure of SERMAS and allows bidders to opt for one, several, or all lots, although each bidder may only be awarded a maximum of two:
- Lot 1: DAN, North Assistance Directorate.
- Lot 2: DAE, East Assistance Directorate.
- Lot 3: DASE, Southeast Assistance Directorate.
- Lot 4: DAS, South Assistance Directorate.
- Lot 5: DAO, West Assistance Directorate.
- Lot 6: DANO, Northwest Assistance Directorate.
- Lot 7: DAC, Central Assistance Directorate.
The scope covers both repair and maintenance services as well as construction work, according to the declared CPV codes, headed by 50000000-5 (repair and maintenance services), along with electrical, mechanical, fire protection, sanitation, and civil works installations. Variants are not permitted, and no framework agreement, dynamic purchasing system, or electronic auction is applied.
Deadlines and award criteria
Proposals are submitted exclusively electronically through the Public Procurement Portal of the Community of Madrid, in three envelopes (administrative documentation; technical documentation subject to value judgment; and economic proposal and criteria evaluable by formulas). The established calendar is as follows:
- Receipt of bids: until November 30, 2026, at 11:59 PM.
- Opening of subjective evaluation criteria: December 10, 2026, at 10:00 AM, in a non-public session.
- Opening of the economic bid and formula-based criteria: January 7, 2027, at 10:00 AM, also in a non-public session.
- Mandatory bid maintenance: 2 months.
The award will be resolved using multiple criteria: price accounts for up to 70 points and qualitative criteria up to 30, divided between those depending on a value judgment (15 points) and those automatically evaluable via formulas (15 points). The special execution conditions are referred to in section 16 of the specifications’ characteristics table.
Solvency, appeals, and body details
Bidders must prove economic, financial, and technical solvency in accordance with section 8 of the specifications, and the required authorization according to section 8.7. The announcement was sent to the Official Journal of the European Union on October 26, 2026, and the contract is subject to harmonized regulation. Appeals are channeled as follows:
- Special appeal in procurement matters before the Administrative Tribunal for Public Procurement of the Community of Madrid (Plaza de Chamberí, 8), within 15 business days.
- Optional appeal for reversal before the Healthcare Procurement Agency itself (calle Melchor Fernández Almagro, 1), within one month.
- Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Madrid, within two months.
The contracting authority is SERMAS through the Agency, located at calle Gran Vía, 30, Madrid, and contact email licitacionesacsm@salud.madrid.org. The net amount of the contract is declared without European Union funds.
Impact on the sector
This is one of the largest healthcare maintenance contracts of the fiscal year for Madrid’s health service, with an estimated value of nearly 32 million euros and a term that can reach four years. The division into seven lots and the limit of two awards per company open the door to medium-sized construction and maintenance firms that previously had difficult access to a contract of this magnitude, while simultaneously forcing large operators to seek alliances or select their priority territories. The state of conservation of the health centers and Primary Care clinics, the most extensive care network of SERMAS, will be the parameter measuring the execution of the contract following its award.
