Castelló Hospital Consortium: new economic and nursing directors
Por FactBox Admin

The Governing Council of the Consorci Hospitalari Provincial Universitari de Castelló (CHPUCS) has resolved the procedures for filling two management positions and has appointed, via the system of free designation, José Antonio Balfagó Carballo as economic director and Rita Teresa Álvarez Núñez as nursing director. The agreement was adopted in the session of September 14, 2026, and is published through Resolution 2026-1282, of the Presidency, in the Diari Oficial de la Generalitat Valenciana (DOGV) no. 10481, of October 28, 2026, within section II (Authorities and personnel, section B, Appointments and dismissals). Both appointments take effect from the day following their publication, that is, from October 29, 2026.
The competence for these appointments corresponds to the Governing Council by virtue of article 13.d) of the consortium’s statutes, which attributes to it the appointment and dismissal of the managing director and the freely designated managers. Article 24.2 adds that these positions “shall be freely designated and dismissed by the Governing Council, after hearing the managing director,” while paragraph 3 of the same article requires that the designations fall upon persons who meet the statutory requirements and prove professional qualification for the performance of the functions.
The resolution is signed by the president of the Governing Council of the CHPUCS, Marciano Gómez Gómez, using the delegated powers according to the agreement of May 31, 2021, modified by that of July 24, 2024, and the resolution of December 2, 2024 (DOGV no. 10024, of January 14, 2025), and is dated October 20, 2026, in Castellón de la Plana.
The framework of the call
The two positions were announced through Resolution 2026-0550, of April 22, 2026, of the Presidency of the consortium, which approved the specific bases and the call for the filling of the positions of economic director and nursing director. That call was published in DOGV no. 10362, of May 14, 2026.
Above the specific bases govern the general bases for the filling of management positions of the consortium, approved by agreement of the Governing Council on December 14, 2022, and published through Resolution 2022-RRHH-1366-JUR in DOGV no. 9508, of January 10, 2023. These general bases establish free designation as the system for filling management positions, attribute the appointment to the Governing Council, and order the publication of the agreement in the DOGV through a resolution of the Presidency.
A single applicant per position
Once the deadline for submitting applications closed, it was noted in each of the two procedures that there was only one candidacy, which met the requirements of the bases:
- José Antonio Balfagó Carballo, the sole applicant for the position of Economic Director, appointed as economic director of the CHPUCS.
- Rita Teresa Álvarez Núñez, the sole applicant for the position of Nursing Director, appointed as nursing director of the CHPUCS.
In both cases, the professional record and the activity report submitted by the applicant were analyzed, with a prior hearing held by the head of the General Management. The Governing Council approved both appointments unanimously.
Favorable report from the General Management
The mandatory report from the General Management assessed the professional trajectory, curricular training, and the report required in the guidelines. In the case of the Economic Directorate, it highlighted the capacity for analysis, planning, management, coordination, and evaluation in the economic-financial field, as well as an attitude oriented toward efficiency in the use of resources, budgetary sustainability, continuous process improvement, and the achievement of the organization’s strategic objectives.
For the Nursing Directorate, the report noted a “high suitability for the functional profile of the position,” with special mention of the capacity for analysis, planning, coordination, and evaluation, a proactive attitude, team cohesion, and the achievement of healthcare and organizational results. In both cases, the report was favorable toward the appointment.
Effects and means of appeal
The agreements order the publication of the resolution in the DOGV, notification to the appointed persons and the consortium entities, and set the assumption of office to take effect the day following publication. The resolution exhausts the administrative route, therefore the following may be filed against it:
- Contentious-administrative appeal before the contentious-administrative courts of Castellón de la Plana, within two months from the day following publication (articles 8, 14, and 46 of Law 29/1998).
- Optional appeal for reversal, within one month from the day following publication (articles 123 and 124 of Law 39/2015).
The relevance of the news lies in the fact that the consortium completes, with these two appointments, the management leadership that must steer the economic management and care of the provincial hospital, two key areas for budgetary balance and staff organization. The fact that each position remained uncontested, with a single applicant, reinforces the markedly discretionary nature of the free appointment and concentrates the responsibility for the success of the choice on the General Management’s report and the unanimous endorsement of the Governing Council. Citizens affected by healthcare activities and the center’s professionals now have two new direct interlocutors for decisions regarding spending, contracting, and healthcare personnel management.
