Concierto social para abrir nueve centros de crisis de violencia sexual

The Second Vice Presidency of the Junta de Castilla y León has called for the concerted action for the provision of the service “Crisis Centers for the Care of Victims of Sexual Violence” in each of the provinces of the Community. The call is formalized through the Resolution of October 27, 2026, signed by Vice President Isabel Blanco Llamas, and is published in the Official Gazette of Castilla y León (BOCYL) no. 211, of October 30, 2026, within section I.D (Other Provisions), with reference BOCYL-D-30102026-211-21. The objective is to articulate a provincial network of free specialized care for women victims of sexual violence, with a maximum amount of 1,629,828 euros for nine centers.

Regulatory Framework and Background

The call is based on the guidelines approved by Order FAM/8/2024, of January 9, which regulates the concerted action of this service, and on the social concert regime established by Decree 3/2022, of February 17. Competence in matters of women and equal opportunities corresponds to the Second Vice Presidency according to Decree 2/2026, of June 13, and the proposed agreement originated from the General Directorate for Women and Equal Opportunities.

The text recalls that the crisis centers will perform functions of information, psychological care, legal advice, and social accompaniment, in addition to prevention and awareness initiatives in educational, health, and social service settings, which will require prior authorization. The facilities will be made available to the awarded entities by the Administration of the Community.

Beneficiaries, Team, and Service Conditions

Women over 16 years of age who live, reside, or work in Castilla y León and are victims of any type of sexual violence, present or past, as well as their family members and people in their environment, may access the service. Also women who, without residing in the Community, have suffered sexual violence within its territory, and victims referred from other autonomous communities in accordance with the signed protocols.

  • Entry channels: in-person, telephone, electronic, and by referral from any public or private resource.
  • Minimum full-time team per center: one Law graduate, one Psychology graduate, and two graduates in Social Work, Social Education, or equivalent.
  • Provincial nature of the centers and integration into the Care Network for Victims of Gender Violence of Castilla y León.

The service will be financed through the General Budgets of the Community, under application 09.21.232A01.250.00, and with funds from the State Pact against gender-based violence. The maximum price is set at 1,629,828 euros for nine centers, which equates to 15,091 euros per month per center for personnel and management expenses, regardless of the number of users. The 2026 annuity is allocated with 0 euros, meaning the bulk of the expenditure will be executed in subsequent fiscal years.

  • Application submission period: 10 business days from the day following publication, i.e., until November 13, 2026, one application per province.
  • Mandatory electronic processing through the portal https://www.tramitacastillayleon.jcyl.es.

  • Resolution within a maximum period of three months from the end of the application period and formalization within 15 business days.

Non-culpable breach of conditions may be penalized with a fine of 2% of the monthly billing, according to the regime provided for in the twenty-fifth resolution.

Closing

The call transfers the management of a specialized public service to social entities that previously did not exist with provincial coverage in Castilla y León, and it does so with a grant model that guarantees stable funding per center and public supervision through verification and monitoring commissions. For victims, the text consolidates access that does not require a prior report or identification, which in practice reduces barriers for those who have not yet decided to initiate a judicial or administrative procedure.
