The National Microfinance Commission (CONAMI) authorized the registration of Hilda María Cuadra Ocampo, known commercially as RAPI-EMPEÑOS, in the National Registry of Pawn and/or Loan Service Providers, whereby the pawnshop falls under the anti-money laundering supervision of the regulatory body. The decision is contained in Resolution No. CD-CONAMI-078-16AGO27-2026, approved on August 27, 2026, and published in La Gaceta, Official Gazette No. 195 on Friday, October 23, 2026, on page 10324 (Reg. 2026-01033).
The Board of Directors of CONAMI adopted the agreement in ordinary session No. 08-2026 on August 27, 2026, at eleven forty in the morning, according to the certification signed by the Secretary of the Board of Directors, Álvaro José Contreras. The authorization is based on Law No. 977, “Law Against Money Laundering, Terrorism Financing, and the Financing of the Proliferation of Weapons of Mass Destruction,” whose consolidated text appears in Law No. 1175, published in La Gaceta, Official Gazette No. 153 on August 20, 2024, and its amendments: Law No. 1215, published in La Gaceta No. 166 on September 6, 2024, and Law No. 1282, published in La Gaceta No. 111 on June 19, 2026.
Article 9, numeral 2, subsection “b)” of Law No. 977 includes Pawn and/or Loan Service Providers among the entities supervised by CONAMI, while Article 32 ter grants it the powers to authorize, modify, restrict, extend, suspend, or cancel licenses and registrations of its regulated entities.
Authorization effective from September
The first resolution of the document authorizes, “as of the month of September of the year two thousand twenty-six,” the registration of Hilda María Cuadra Ocampo as a Pawn and/or Loan Service Provider, in the capacity of a natural person, under the commercial name RAPI-EMPEÑOS, in the National Registry of Pawn and/or Loan Service Providers attached to CONAMI. The text specifies that this registration constitutes “her authorization to operate as such” and that it shall be subject to compliance with the provisions issued by the regulatory body.
The application was submitted on April 13, 2026, by the applicant, residing in the municipality of León, department of León, with identity card number 281-201182-0002J. CONAMI verified that the file complies with the requirements of Article 5.1 of Resolution CD-CONAMI-055-01NOV28-2024, “Registration Standard for Pawn and/or Loan Service Providers,” published in La Gaceta, Official Gazette No. 238 on December 23, 2024.
Documents supporting the registration
The applicant proved her status as a lender with two instruments registered in the Public Mercantile Registry of León:
- Certified copy of public deed number 276 of the Application for Registration of Merchant Constitution, granted in León on October 15, 2009, before notary Marina Elizabeth Salgado López, and registered on October 19, 2009, under number 3261, page 240-24, volume XI, First Book of Merchants.
- Certified copy of public deed number 53 of the Constitution of a Natural Person as a Moneylender, granted in León on August 17, 2026, before notary Lorenzo Emilio Guerrero Martínez, registered under registration account MC-XIQYKH, entry number 02, under the modality of Registration and Stamping of Moneylender Books.
Publication by the regulated entity and pending certificate
The second resolution orders the notification and publication of the resolution in La Gaceta, Official Gazette, at the expense of the authorized provider. The third establishes that, once the authorization is published, RAPI-EMPEÑOS must submit the request for the issuance of the registration certificate to CONAMI, attaching a copy of the publication.
The agreement bears the signatures of Jim Madriz López, president of the Board of Directors; Freddy José Cruz Cortez and Alejandra Leonor Corea Bradford, proprietary members; Flavio Chiong Aráuz and Denis Reyna Estrada, alternate members; and Álvaro José Contreras, secretary.
A constant trickle of authorizations
The publication adds to a series of similar registrations disseminated by the Official Gazette in previous weeks, including those of RAPI-MONEY ON3 (La Gaceta No. 169 of September 10, 2026), ORONIC (La Gaceta No. 170 of September 11, 2026), and CREDICRECE (La Gaceta No. 173 of September 23, 2026), all under the same 2024 registration norm.
The registration formalizes the entry of RAPI-EMPEÑOS into the perimeter supervised by CONAMI and obligates the business to report updated information periodically, in addition to submitting to the regulator’s powers of supervision, monitoring, and sanctioning. For pawnshop and loan customers in León, the practical effect is that the operation ceases to be a merely mercantile activity and becomes part of the system for the prevention of money laundering and terrorist financing coordinated by the State.
