CONAMI authorizes CREDICRECE as a lender in Chinandega under anti-money laundering supervision

The National Microfinance Commission (CONAMI) authorized the registration of Allison Belén Montalván Gutiérrez, known by the trade name CREDICRECE, in the National Registry of Pawn and/or Loan Service Providers. The decision is contained in Resolution No. CD-CONAMI-055-09JUL30-2026, approved in ordinary session No. 07-2026 on July 30, 2026, and published in La Gaceta, Official Gazette No. 173, on Wednesday, September 23, 2026, page 9270, under registration 2026-00892. Consequently, the lender is enabled to operate as a pawn and/or loan provider under the supervision of the regulatory body.

The framework for this measure is Law No. 977, “Law Against Money Laundering, Terrorism Financing, and the Financing of the Proliferation of Weapons of Mass Destruction,” amended by Law No. 1215 and Law No. 1282. Article 9, numeral 2, subsection “b)” of said regulation includes Pawn and/or Loan Service Providers among the entities supervised by CONAMI, while Article 32 ter empowers the regulator to authorize, modify, restrict, extend, suspend, or cancel licenses and operational registrations of its regulated entities.

CONAMI also approved Resolution CD-CONAMI-055-01NOV28-2024, “Registration Standard for Pawn and/or Loan Service Providers,” published in La Gaceta, Official Gazette No. 238, on December 23, 2024, which establishes the requirements and procedures that natural or legal persons dedicated to pawning or lending must meet to register with the entity.

A lender domiciled in Chinandega

According to the file, on May 25, 2026, Allison Belén Montalván Gutiérrez, domiciled in the municipality of Chinandega, department of Chinandega, with identity card number 081-220893-0004H, submitted to CONAMI her application for registration as a Pawn and/or Loan Service Provider, in her capacity as a natural person.

The applicant proved her status through Public Deed Number Eighty-Seven (87), “Constitution as Lender,” granted in the city of Chinandega at five in the afternoon on September 2, 2019, before the notary office of Leyla Gicel Otero Romero, Esq. The instrument is registered in the Public Property Registry of Managua under Registry Account CHOO3300000049, Entry Number 1, Contract Act: Registration of lender, dated September 4, 2019.

The Board of Directors verified that the application complies with the requirements established in Article 5.1 of Resolution CD-CONAMI-055-01NOV28-2024, and therefore resolved to authorize the registration.

Authorization, publication, and certificate

The Resolving section of Resolution No. CD-CONAMI-055-09JUL30-2026 establishes three points:

• First: as of August 2026, the registration of Allison Belén Montalván Gutiérrez, a natural person with the trade name CREDICRECE, is authorized in the National Registry of Pawn and/or Loan Service Providers attached to CONAMI, “this being her authorization to operate as such.”
• Second: the resolution must be notified and published in La Gaceta, Official Gazette, at the expense of the authorized provider.
• Third: once published, the provider must submit a request for the issuance of the registration certificate to CONAMI, attaching a copy of the publication.

The authorization is subject to compliance with the provisions issued by the regulatory body. The document bears the signatures of Jim Madriz López, President; Freddy José Cruz Cortez and Alejandra Leonor Corea Bradford, Proprietary Members; Flavio Chiong Aráuz and Denis Reyna Estrada, Alternate Members; and Álvaro José Contreras, Secretary of the Board of Directors, who certified the resolution. The publication records a value of C$ 475.00 and movement number M. 4482232.

The registration formalizes CREDICRECE as a pawn and/or loan provider subject to the supervision of CONAMI, which implies obligations regarding registration, updating of information, and compliance with anti-money laundering regulations.
