Commission keeps anti-dumping duty of up to 531 euros on Chinese mandarins

The European Commission has maintained a definitive anti-dumping duty on imports of prepared or preserved mandarins from the People’s Republic of China, with rates of between EUR 361.4 and EUR 531.2 per tonne of net product weight. The decision was taken under Commission Implementing Regulation (EU) 2026/2327 of 21 October 2026, published in the Official Journal of the European Union (L series) on 22 October 2026, and enters into force on 23 October 2026. It follows an expiry review opened under Article 11(2) of Regulation (EU) 2016/1036, the Union’s basic anti-dumping regulation.

A duty in force since 2008, renewed for the fourth time

The measures date back to Council Regulation (EC) No 1355/2008, which first imposed a specific duty per company. They were annulled by the Court of Justice of the European Union on 22 March 2012 in the GLS case (C-338/10) and re-imposed by Council Implementing Regulation (EU) No 158/2013 on 18 February 2013. They were subsequently maintained by Commission Implementing Regulations (EU) No 1313/2014 and (EU) 2020/1534, both after expiry reviews.

The current review was triggered by a request filed on 21 July 2025 by the Federación Nacional de Asociaciones de Transformados Vegetales y Alimentos Procesados (Fenaval), acting on behalf of producers representing 100 percent of Union output. The Commission formally initiated the procedure on 21 October 2025. The investigation covered dumping from 1 October 2024 to 30 September 2025, with injury trends examined from 1 October 2021.

Company-by-company rates

The regulation sets individual duties for named exporters, plus a residual rate for everyone else:

  • Yichang Rosen Foods Co., Ltd (Yichang, Zhejiang): EUR 531.2 per tonne, TARIC code A886.
  • Zhejiang Taizhou Yiguan Food Co. Ltd (Huangyan, Zhejiang): EUR 361.4 per tonne, A887.
  • Hubei Xinshiji Foods Co., Ltd (Dangyang, Hubei): EUR 489.7 per tonne, A888.
  • Zhejiang Juzhou Foods Co., Ltd (Sanmen, Zhejiang): EUR 499.9 per tonne, C528.
  • Cooperating producers not included in the sample, listed in the annex: EUR 499.6 per tonne, A889.
  • All other imports from China: EUR 531.2 per tonne, A999.

The lower individual rates apply only if a valid commercial invoice with a signed origin declaration is presented to customs; otherwise the country-wide rate applies.

No cooperation from China, injury to Valencia canners

No Chinese exporting producer and no representative of the Chinese government cooperated, so the Commission relied on facts available under Article 18 of the basic regulation, using Eurostat, the Article 14(6) database and Turkish data as the representative country benchmark. The dumping margin was found to be above 160 percent. Imports from China reached 15,188 tonnes in the review period, 37 percent more than in 2021/2022, lifting their market share to between 32 and 35 percent while Union consumption stood at 41,000 to 46,000 tonnes.

The two remaining Union producers, Agricultura y Conservas, S.A. of Algemesí (Valencia) and Industrias Videca, S.A. of Villanueva de Castellón (Valencia), saw sales fall 42 percent and profitability drop to losses of between 9.4 and 10.4 percent. Chinese prices undercut Union prices by 8.9 percent with duties in place and by 30.1 percent without them. The Commission also cited Chinese spare capacity of 40,000 to 60,000 tonnes and the 25 percent United States tariffs in place since 2018 as risks of trade diversion towards Europe.

What it means

The duty protects a shrinking Spanish processing sector that employs fewer than 210 people and runs at 16 to 18 percent of capacity, but it keeps a floor under the cost of a staple ingredient for European distributors and retail buyers. With no importer or user cooperating in the review, the Commission found no Union interest argument strong enough to outweigh the industry’s fragility.
