Ciudad Real announces a merit-based call for position 10163 of Management Technician

The Local Governing Board of the Ciudad Real City Council approved in an ordinary session on October 19, 2026, the bases for the singularized merit competition for the provision of a civil servant position. The call is published in the Official Gazette of the Province of Ciudad Real number 204, corresponding to Thursday, October 22, 2026, in announcement number 3414 (pages 9982 to 9987), with secure verification code wGg+yAvVsC0GtLj9zLUK.

The advertised position

The competition concerns a single vacant position in the civil servant staff, budgetarily funded, the provision of which corresponds to the competition procedure. Its characteristics are:

• Position number: 10163.
• Title: Management Technician.
• Organizational assignment: Department of Finance and Personnel, Audit service.
• Scale: General Administration; Management subscale.
• Group and subgroup: A2.
• Level: 22, with an annual specific supplement in 14 payments of 10,005.66 euros.

The call is supported by article 39 of Royal Decree 364/1995, of March 10; articles 78.2 and 79 of Legislative Royal Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of the Public Employee; and articles 68.1 and 68.3 of Law 4/2011 on Public Employment of Castilla-La Mancha.

Who can apply and how it is scored

Career civil servants of the Ciudad Real City Council and any other Public Administration belonging to bodies or scales of subgroup A2 with analogous functions and the required qualification may participate. A two-year tenure in the previous position on a permanent basis is required as of the application deadline date, and specific conditions are set for situations of voluntary leave for private interest, special leave, and incentivized leave.

The general merit scale is valued up to 55 points:

• Personal grade: 15 points.
• Level of the job position held in the previous four years: 15 points.
• General training received: 10 points, with 0.040 points per hour and a maximum starting from 250 teaching hours.
• Seniority: 15 points, at a rate of 0.06 points per full month of service.

Specific merits account for 45 percent of the total: experience in limited prior auditing functions, reports on the omission of the auditing function, objection reports, financial control, and audits in large population municipalities (up to 30 points), specific training (maximum 5 points), and a memorandum of the work performed (up to 10 percent of the total).

Deadlines, commission, and appeals

Applications shall be addressed to the Mayor’s Office-Presidency and submitted via the municipal electronic office, under the Employment and Selection Processes section, within a period of fifteen business days from the day following the publication of the call. Merits will be assessed with reference to the end date of that period.

The assessment is the responsibility of a Valuation Commission composed of a chairperson, four members, and a secretary with a voice but no vote, all of whom are career civil servants, with an equal number of substitutes. The deadline to resolve the competition is six months from the day following the closing of applications, and the assumption of the new post must take place within three business days.

An optional appeal for reversal may be filed against the agreement within one month, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court of Ciudad Real. The announcement was signed in Ciudad Real on October 20, 2026, by the head of the Support Body for the Local Government Board, Cristina Moya Sánchez.

The call opens a path for horizontal internal promotion for A2 civil service personnel of the local administration and strengthens the structure of the Audit (Intervención) service, the area responsible for the economic-financial control of the city council, in a context of increased demands for the auditing of municipal accounts.
