Ciempozuelos auctions five municipal plots for 736,183 euros

The Ciempozuelos City Council has opened the procedure to alienate through public auction five municipally-owned plots, divided into as many lots and with a combined bidding price of 736,183.24 euros, excluding taxes. The decision was adopted by Mayoral Resolution No. 3513/2026, dated October 5, and the announcement is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID No. 258, dated October 28, 2026, with the reference BOCM-20261028-24 (pp. 85-86). Bidders have 20 business days from the date of publication to obtain the documentation and submit their offers.

Legal Framework and Responsible Body

The alienation is processed as a patrimonial contract and is governed by Article 137.2 and following of Law 33/2003, of November 3, on the Patrimony of Public Administrations. The processing is ordinary, the procedure is a public auction, and it is not electronic in nature. The file, identified as 2P/2026 “Alienation of five municipally-owned plots”, is processed in the Procurement Department of the council.

The announcement was signed in Ciempozuelos on October 7, 2026, by the mayor-president, Raquel Jimeno Pérez, and is included in section III (Local Administration) of the gazette, within the Urban Planning area.

The Five Lots and Their Starting Prices

The plots subject to auction, all located within the municipality of Ciempozuelos, are bid on individually with the following starting prices, VAT excluded:

The two plots from the UA-44 action unit of Granja Dos Torres account for 70% of the total auction value: 516,749.77 euros of the 736,183.24 euros bidding price.

Guarantees, Deadlines, and Submission of Offers

Each lot requires a provisional guarantee proportional to its starting price, which interested parties must establish along with their offer:

The specific requirements for bidders and the required documentation are those indicated in the particular conditions specifications and the economic-administrative clauses specifications. Bids are to be submitted at the Ciempozuelos City Council, plaza de la Constitución n.º 9, 28350 Ciempozuelos, from 9:00 AM to 2:00 PM, and variants are not permitted. Documentation and information can also be obtained at the municipal electronic office (https://sede.ayto-ciempozuelos.org/eAdmin/Sede.do), by telephone at 918 930 004, and by fax at 918 932 547. The award period is two months from the receipt of the documentation, and the costs of advertisements shall be borne by the successful bidder.

Impact for developers and investors

The operation brings municipally-owned land to the market in a municipality in the south of the Community of Madrid, with lots of very disparate sizes and prices: from 43,262 euros for the Cuba Street lot to 319,229 euros for the largest plot in Granja Dos Torres. This range allows both developers with the capacity to develop land in unit UA-44 and retail investors interested in urban plots of lower value to participate.

The schedule is tight: as it involves 20 business days from the publication in the BOCM on October 28, the bid submission period is expected to extend until the end of November 2026; therefore, interested parties must prepare the provisional guarantee and the specifications documentation in advance.
