The Official Gazette of the Republic of Chile published this Tuesday, October 6, 2026, in its edition No. 44,567, the decree promulgating the Agreement between the Government of the Republic of Chile and the Government of the Republic of Tajikistan on the mutual exemption from visa requirements for holders of diplomatic, official, and service passports. The regulation, identified by official reference CVE 2880813, was issued by the Ministry of Foreign Affairs via decree No. 186, from Santiago, July 29, 2026, and the agreement entered into force on August 15, 2026.
Processing and Entry into Force
The text recalls that the agreement was signed on March 9, 2023, in Dushanbe, Republic of Tajikistan, and that it was approved by the National Congress, as recorded in official letter No. 21,382, dated July 13, 2026, from the Honorable Chamber of Deputies. Having fulfilled the internal requirements provided for in Article 9 of the agreement itself, it began to govern on August 15, 2026.
The promulgation bears the signatures of the President of the Republic, José Antonio Kast Rist, and the Minister of Foreign Affairs, Francisco Pérez Mackenna. The administrative transcription corresponds to Carlos Cornejo Rodríguez, Acting Administrative Director General of the Undersecretariat of Foreign Affairs.
What the Exemption Covers
The agreement, structured in nine articles, establishes a reciprocal regime for officials of both States:
- Nationals of either Party holding a valid diplomatic, official, or service passport are exempt from visas when entering, leaving, transiting, and re-entering the territory of the other Party.
- The stay without a visa may not exceed ninety (90) days from the date of entry; the competent authorities may extend it upon written request from the Ministry of Foreign Affairs, diplomatic mission, or consular service of the accrediting Party.
- The exemption extends to personnel assigned to diplomatic missions, consular representations, or international organizations throughout their official stay, as well as to their dependent family members who hold a valid diplomatic, official, or service passport.
- Beneficiaries must respect the laws and regulations of the host State and the rules regarding the entry, exit, stay, and transit of foreigners.
Reservations, Validity, and Termination
The instrument provides safeguards for both Parties. Each State may deny entry or terminate the stay of any holder of these passports whom it considers a persona non grata, notifying them through diplomatic channels without delay. It may also establish temporary restrictions or suspend the agreement in whole or in part for reasons of public order, security, or health.
Regarding operational matters, the Parties shall exchange copies of their diplomatic, official, and service passports no later than thirty (30) days prior to the entry into force, and shall notify each other of any changes with the same notice period. The agreement shall remain in effect indefinitely, and either Party may terminate it by written notification, effective ninety (90) days after such communication.
The text was signed in two copies in Dushanbe on March 9, 2023, in the Spanish, Tajik, and English languages, with the English version prevailing in case of discrepancy. For Chile, it was signed by Eduardo Escobar Marín, Ambassador of Chile to the Russian Federation; for Tajikistan, Sirojiddin Muhriddin, Minister of Foreign Affairs.
Impact for readers
The entry into force of the agreement simplifies official travel between Chile and Tajikistan and eliminates a prior consular procedure for diplomats, officials, and service personnel of both countries, as well as covering their dependent family members. For Chilean officials stationed in Central Asia, the change reduces administrative deadlines and costs, and consolidates a bilateral link that until now lacked a specific framework for official mobility.
