Por FactBox Admin

The City Council of Chiclana de la Frontera has definitively approved the Regulations for the Provision of Job Positions, the text that governs the municipal administrative career through merit-based competitions and free appointment. The announcement is published in the Official Gazette of the Province of Cádiz no. 198, dated October 14, 2026, with reference No. 324,447, and the regulations will enter into force the day following its publication.
The Plenary of the Corporation, in an ordinary session held on May 26, 2026, agreed to the initial approval of the regulations, processed under file PER-VAR 88/2025. No allegations were filed during the public exhibition period, nor was there any objection from the Sub-delegation of the State Government or the Delegation of the Government of the Junta de Andalucía in the procedure provided for in article 65.2 of Law 7/1985, of April 2. Consequently, and in accordance with article 49 of the aforementioned law, the text is inserted as an annex for general knowledge.
The document, signed in Chiclana de la Frontera on September 25, 2026, by the Municipal Personnel Delegate, José Manuel Vera Muñoz, and the General Secretary, Antonio Aragón Román, is structured into 31 articles divided into three titles, one additional provision, and one final provision. Its purpose is to regulate the filling of vacant or non-permanently filled positions included in the municipal Job Position List.
The merit competition as the ordinary route
The ordinary procedure will be the merit competition, articulated in two phases:
- General phase: 45 points (45% of the total).
- Specific phase: 55 points (55% of the total).
- Minimum score for the award of the position: 50.00 points.
The general phase evaluates professional experience (maximum 15 points), the position reached in the professional career (maximum 11), seniority (maximum 9), academic qualifications (maximum 6), and training (maximum 4). The specific phase consists of a position analysis report that cannot be less than 15 pages, in 12-point Calibri font and single-spaced.
The deadline for submitting applications is 15 business days from the day following the publication of the call in the Official Gazette of the Province of Cádiz, and the maximum resolution period is six months.
Free appointment and service commission
For free appointment positions, the Evaluation Commission submits a shortlist of the three most suitable applicants to the Mayor’s Office-Presidency, listed in alphabetical order:
- Application submission deadline: 10 business days.
- Assumption of office: maximum one month from the appointment resolution.
- Minimum tenure in the position: two years.
- Termination: discretionary and reasoned.
- Maximum resolution period: six months.
Title III regulates the extraordinary provision through secondment, reserved for cases of urgent and unavoidable need, with a maximum duration of one year extendable for another and a maximum resolution period of three months.
Valuation commissions and regulatory framework
Valuation commissions are collegiate bodies composed of a Presidency, a Secretariat, and four memberships, integrated by career civil servants and subject to the criterion of parity between women and men. All members have a voice and a vote, except for the person holding the Secretariat.
The regulation is based on Law 7/1985, Royal Legislative Decree 781/1986, Royal Legislative Decree 5/2015, Law 39/2015, Law 40/2015, Law 5/2023, of June 7, on the Public Service of Andalusia, Decree 51/2025, of February 24, Royal Decree 896/1991, Royal Decree 364/1995, and Royal Decree 128/2018 for personnel with national qualification.
The entry into force of the regulation provides the City Council of Chiclana de la Frontera with its own stable framework to fill its vacancies, with closed scales and fixed deadlines that replace the supplementary application of state regulations. For municipal employees, it establishes the rules for mobility and internal promotion; for the citizenry, it organizes the coverage of public services.
