The call appears as provision 682 and opens the selection process to applicants for public employment in the autonomous city.
The decree is dated September 28, 2026, and signed on September 29, 2026. The rules were previously reported to the trade union organizations at the General Negotiation Table for Public Employees of the Autonomous City of Ceuta held on December 2, 2025.
One civil servant position in the Special Administration Scale
The called position is categorized within the Special Administration Scale, Special Services Subscale, Trade Personnel Class, Group C, Subgroup C2, and is vacant in the City’s civil servant staff. It corresponds to the Public Employment Offer for the year 2025.
The process is governed by the consolidated text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015, of October 30), Royal Decree 364/1995, of March 10, Royal Decree 896/1991, of June 7, Organic Law 3/2007, of March 22, and Royal Decree-Law 6/2023, of December 19, applicable to Ceuta by its eleventh additional provision. The decree is issued in exercise of the powers conferred by the Decree of the Presidency of the City of Ceuta of June 23, 2023 (extraordinary BOCCE number 42).

Three eliminatory exercises and final grade
The competitive examination consists of three exercises, all of which are eliminatory:
- First exercise: written development of two randomly chosen topics, one from each group of Annex I, in a maximum of three hours, with a public reading and a minimum of 5 points per topic.
- Second exercise: resolution of a theoretical-practical case proposed by the Tribunal, in a maximum of three hours, with a public reading and a minimum of 5 points.
- Third exercise: aptitude test consisting of up to 100 questions (60 minutes; each correct answer adds 1 point and each error subtracts 0.33) and an evaluation of personal competencies, graded as “fit” (apto/a) or “unfit” (no apto/a).
The final grade will be the arithmetic mean of the first two exercises, and it will be necessary to obtain at least five points in each and a grade of “fit” in the third. The order of appearance will begin with candidates whose first surname starts with the letter “B”, in accordance with the Resolution of the Secretary of State for Public Function of June 29, 2026. Between the end of one exercise and the start of the next, between 72 hours and 45 calendar days must elapse.
Tribunal, employment pool, and taking office
The Qualifying Tribunal will be composed of seven members assisted by a secretary, who has a voice but no vote, and will have the same number of alternates. Its members must not have prepared candidates in the five years prior to the publication of the call.
Once the process is completed, an employment pool will be established with those who pass at least the first exercise, governed by the general bases published in BOCCE number 6527, of July 4, 2025. Successful candidates will have 20 business days to submit documentation to the General Directorate of Human Resources (Palacio Autonómico, Plaza de África, s/n, 51001 Ceuta) and must take office within 15 calendar days from the publication of their appointment. An optional appeal for reversal (recurso potestativo de reposición) may be filed against the bases within one month, or a contentious-administrative appeal within two months.
The call for applications expands the public employment offer of the Autonomous City of Ceuta in the socio-educational field and opens a stable access route for applicants of Subgroup C2, who will have 20 business days from its publication in the BOE to formalize their application.
