Por FactBox Admin

The Autonomous City of Ceuta has announced selective tests to fill four positions for Early Childhood Education Technician through the open competitive examination system. The call was approved by Decree of the Councilor for Presidency and Governance, Alberto Ramón Gaitán Rodríguez, dated September 28, 2026, and published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,658, of October 6, 2026, provision 683, pages 3611 to 3621.
The positions belong to the Special Administration Scale, Technical Subscale, Group C, Subgroup C1, and correspond to the City’s Public Employment Offers for the years 2024 and 2025, vacancies in the civil servant staff. The rules were reported to the trade union organizations at the General Negotiation Table for Public Employees held on November 26, 2025.
The process is governed by Royal Legislative Decree 5/2015 (recast text of the Law of the Basic Statute of the Public Employee), Royal Decree 364/1995, Royal Decree 896/1991, Law 39/2015, and Organic Law 3/2007, among other regulations. The call will also be published in the Official State Gazette (BOE), and the application period is counted from the day following that publication. The same gazette includes two other educational calls from the same councilor: 5 positions for Educational Assistant (provision 681, p. 3592) and 1 position for Educational Monitor (provision 682, p. 3603).
Requirements and submission of applications
Applicants must meet, among other conditions:
- Hold the title of Higher Technician in Early Childhood Education.
- Have Spanish nationality or be a national of a European Union member state.
- Be at least sixteen years old and not exceed the maximum compulsory retirement age.
- Provide a negative certificate from the Central Registry of Sexual Offenders (art. 13.5 of Organic Law 1/1996).
- Not have been dismissed through disciplinary proceedings nor be disqualified from public service.
The application submission period is 20 business days from the day following the publication in the BOE. Applications shall be addressed to the President of the City and may be submitted at the registries of Ceuta Center, Morro, and El Príncipe, by appointment via the portal citas.ceuta.es, or through the means specified in article 16.4 of Law 39/2015. The examination fee is that established in the current Fiscal Ordinance Regulating the Fee for the Issuance of Certain Administrative Documents.
Exempt from payment are job seekers for at least one month prior to the publication in the BOE and without income exceeding the minimum interprofessional wage, victims of gender violence, and persons with a disability equal to or greater than 33 percent. Members of large families enjoy a 50 percent discount.
Three eliminatory exercises and qualifying board
The competitive examination consists of three tests, all of which are eliminatory:
- First exercise: written development of two randomly selected topics, one from each group of Annex I, in a maximum of three hours, with a minimum of 5 points per topic.
- Second exercise: theoretical-practical case study related to the functions of the position, in three hours, with a minimum of 5 points.
- Third exercise: aptitude test consisting of a test of up to 100 questions (60 minutes; each correct answer is worth 1 point and each error subtracts 0.33) and a competency evaluation, graded as pass or fail.
The final grade results from the arithmetic mean of the first two exercises. The Qualifying Board will be composed of seven members assisted by a secretary, with the same number of alternates: a president and secretary designated by the competent personnel body, three members appointed by the Corporation, and three proposed by the Personnel Board. The order of appearance will begin with surnames starting with the letter “U”, in accordance with the Resolution of the State Secretariat for Public Function of July 28, 2025.
Employment pool, appointment, and appeals
Those who pass at least the first exercise will join an employment pool for interim civil servants, governed by the rules published in BOCCE No. 6527, of July 4, 2025. Successful candidates will have 20 business days to submit the documentation to the General Directorate of Human Resources (Palacio Autonómico, Plaza de África s/n, 51001 Ceuta).
The appointment as career civil servants will be carried out by a resolution published in the BOCCE, and the assumption of office must take place within fifteen calendar days from that publication. Against the Decree, which exhausts the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal within two months.
The call reinforces Ceuta’s educational staff with four technical profile positions in the first cycle of early childhood education, a field with sustained demand for professionals in the city, and additionally opens the way to a job pool for those who pass the first exercise.
