Ceuta approves the 2026 Public Employment Offer with 184 positions

The Counselor of Presidency and Governance, Alberto Ramón Gaitán Rodríguez, approved on September 18, 2026, the 2026 Public Employment Offer (OEP) of the Autonomous City of Ceuta, with a total of 184 positions. The act is formalized in decree 663, published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,655, dated September 25, 2026, within the Authorities and Personnel section. The offer is divided into 108 open-competition positions and 76 internal promotion positions, and includes 16 for Local Police, 10 for Firefighter, and 17 for School Attendant.

The decree is issued under article 70 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and article 20 of Law 31/2022, of December 23, on the General State Budgets for 2023, extended for the 2026 fiscal year. The regulation sets a replacement rate of 110% and 120% for priority sectors, and 125% for the State Security Forces and Corps. Furthermore, article 108 of Royal Decree-law 6/2023, of December 19, and article 91 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, are invoked.

The text recalls that the calls for applications must be published in the Official State Gazette within the same calendar year as the publication of the offer and executed within a maximum period of two years, with the competitive examination phase resolved within one year. Selection will be carried out through competitive examination or a combination of competition and examination, guaranteeing the principles of equality, merit, capacity, and publicity. Decrees 659, 660, 661, and 662 are also published in the same gazette, which constitute temporary employment pools with candidates who passed the first exercise for Market Operator, Cemetery Laborer, Gravedigger’s Assistant, and Notifier.

Reservation for people with disabilities

The offer reserves 18 positions for the disability quota: 7 in the open call for career civil servants, 8 in the internal promotion for civil servants, and 3 in the open call for contractual staff. One of them, for Office Assistant (Ordenanza), is specifically reserved for people with intellectual disabilities.

Closing

The 2026 OEP establishes the selection calendar for next year for candidates and municipal staff: it sets the committed positions and mandates the calling of the corresponding processes, with particular emphasis on operational bodies (Local Police and Firefighters) and trade and service personnel. Interested parties must follow the calls published in the BOCCE, as the offer itself does not open the application period.
