Cerdanyola begins the compulsory purchase of a property on Josep Panné Street

The Local Governing Board of Cerdanyola del Vallès has approved the initiation of the compulsory expropriation proceedings for the property located at Josep Panné Street, 10, a plot of 248 m² with four owners. The agreement was adopted on September 7, 2026, and is now published in the Official Gazette of the Province of Barcelona (BOPB) on October 1, 2026, with the reference CVE 202610146214. The measure affects the full ownership of the property, which is urbanistically classified as a newly created system of urban parks and gardens.

The proceedings, identified by number 103/2026/0001, are processed in accordance with Article 18 of the Compulsory Expropriation Law of December 16, 1954, and Article 17 of the Regulation of the Compulsory Expropriation Law, approved by the Decree of April 26, 1957. The declared purpose is to obtain the land necessary for the urban classification of a newly created system of urban parks and gardens, corresponding to key 6a of the General Metropolitan Plan (PGM).

The municipal agreement and the scope of the proceedings

The Local Governing Board of Cerdanyola del Vallès, in the session of September 7, 2026, approved two decisions within a single agreement: the initiation of the compulsory expropriation proceedings and the specific and individualized list of affected assets and rights. The act is framed within the expropriation power of the local administration to implement the urban classification of the land.

The property subject to the proceedings is linked to the classification of a newly created system of urban parks and gardens, key 6a of the General Metropolitan Plan. The affected right is the full ownership of the property, without the announcement publishing any other charge or right over the property.

The property and the four owners

The approved list of assets and rights describes a single property with the following characteristics:

• Cadastral reference: 7635708DF2973F0001ZM.
• Location: Josep Panné Street, 10, Cerdanyola del Vallès.
• Surface area: 248 m².
• Urban classification: newly created system of urban parks and gardens (key 6a of the PGM).
• Affected rights: full ownership.

The ownership of the property is divided among four people:

• Nora Rua Codina: 33.333333% in full ownership.
• Rita Rua Codina: 33.333333% in full ownership.
• Ana Codina Álvarez: 16.666667% in full ownership.
• Jaume Codina Álvarez: 16.666667% in full ownership.

Public information and consultation channels

In accordance with expropriation regulations, the list of assets and rights is submitted for public information for a period of fifteen business days. The announcement is disseminated through the Official Gazette of the Province of Barcelona, the municipal notice board, and the electronic headquarters of the Cerdanyola del Vallès City Council.

The opening of this file is the first formal step for the Cerdanyola del Vallès City Council to occupy the property and designate it as a green area, meaning that the four owners will have their full ownership affected and must follow the procedure to determine the corresponding compensation. The fifteen-business-day period is the only window to submit allegations before the file continues its processing.
