Cauquenes aprueba enmienda al plan regulador por el Cesfam Armando Williams

The Municipality of Cauquenes approved Amendment 03 of the Communal Regulatory Plan through exempt decree No. 2,759, signed on October 14, 2026, and published in the Official Gazette No. 44,581 on Friday, October 23, 2026, in Section I, with official reference CVE 2888714. The modification reclassifies a section of Padre Alberto Hurtado street to enable the replacement project of the Armando Williams Cesfam.

What changes in the urban planning regulation

The first article of the decree approves the amendment that modifies the road hierarchy of Padre Alberto Hurtado street, in the section between Av. Monseñor Enrique Alvear and the western urban limit, in the Barrio Estación sector. The road changes from a Local road to a Service road, with the objective of adapting the road structure of the sector and making the project “Replacement with Relocation of Cesfam Armando Williams” feasible.

The second article modifies the Communal Level Structuring Roads table detailed in point 2) Barrio Estación Locality, in article 27 of the Local Ordinance of the Regulatory Plan. The incorporated parameters are:

  • Road name: Padre Alberto Hurtado.
  • Type: Service.
  • Section: from Av. Monseñor Enrique Alvear to the western urban limit.
  • Official width: variable, between 11 and 15 meters.
  • E/P Classification: E (existing).

Everything not mentioned in this modification remains unchanged, according to the fourth article, which ratifies the validity of the text approved by mayoral decree No. 500, dated July 13, 2009.

The procedure: public hearing and exhibition without observations

The process began with exempt decree No. 1,294, dated May 18, 2026, which approved the start of Amendment 03 in accordance with article 45 of the General Law of Urbanism and Construction and article 2.1.13 of the General Ordinance of Urbanism and Construction. Amendments of this type are subject to a simplified promulgation procedure.

The milestones of the process were:

  • July 13, 2026: public hearing in the Municipal Hall of the Consistorial Building to present the proposal to the community, certified by certificate No. 11.
  • July 13 to August 25, 2026: public exhibition of the amendment at the main entrance of the consistorial building and at the Victoria street entrance of the Cauquenes Municipal Market.
  • September 21, 2026: certificate No. 12 from the Municipal Secretariat reporting that no observations were submitted.
  • October 1, 2026: the Municipal Council, in Ordinary Session No. 67, agrees to approve the amendment, endorsed by certificate No. 413.

The file also includes certificate No. 10, dated July 3, 2026, which certifies that the Communal Council of Civil Society Organizations (COSOC) of the municipality had not been constituted. The decree was signed by Mayor Jorge Muñoz Saavedra and the municipal secretary Ilse Aranis Vilches.

Impact for owners and building permits

The amendment does not alter the land uses of the regulatory plan, but rather the hierarchy of a structuring road, which affects the building conditions applicable to the properties facing the reclassified section and the viability of the permits associated with the health equipment. The change from a Local road to a Service road adjusts the road structure of the Barrio Estación sector and enables the location of the new family health center, a high-impact project for the commune’s primary care.

With its publication in the Official Gazette, the decree complies with the requirement of article 2.1.13 of the General Ordinance of Urbanism and Constructions and is incorporated into the regulatory body of the Communal Regulatory Plan of Cauquenes, such that from now on it governs the processing of permits and the feasibility inquiries submitted by owners and real estate companies to the Municipal Works Directorate.
