Castro Caldelas creates a job bank for social workers
Por FactBox Admin

The City Council of Castro Caldelas calls for the creation of a job bank for social workers intended to cover sick leave, vacations, substitutions, and vacancies of the municipality’s social services personnel. The call, signed by Mayor Sara Inés Vega Núñez, is published in the Official Gazette of the Province of Ourense on November 2, 2026, in section IV. Local Entities, with registration number R. 2.603. Interested parties have 10 business days to submit their application.
The measure responds to the usual formula in small councils to guarantee the continuity of a basic service without resorting to permanent hiring: instead of filling a single position, the local government establishes a reserve list to be drawn upon according to the department’s needs. The job bank will allow the Council to have qualified personnel available immediately when an unforeseen absence or vacancy occurs, without having to open a selection process each time.
The announcement is framed within the self-organization power of local entities and municipal competencies regarding social services. The call does not detail the amount of remuneration nor the maximum duration of the contracts, which refer to the bases approved by the Council itself.
One full-time position by merit competition
The call establishes the working conditions and the access system in a list of six points, of which the first four and the sixth are published:
- Position: 1 social worker.
- Modality: labor contract for the temporary coverage of sick leave, vacations, substitutions, and vacancies.
- Working day: full-time.
- Selection system: merit competition, without an examination phase.
The merit competition system places the valuation of qualifications and experience ahead of theoretical tests, a formula that municipalities with little technical staff usually choose to reduce processing times and costs.
Ten business days to submit the application
The deadline for submitting applications begins the day following the publication of the announcement in the Official Gazette of the Province of Ourense and on the Council’s notice board. The count is in business days, which significantly extends the admission window compared to processes resolved in calendar days.
Applications can be registered:
- In the general registry of the City Council of Castro Caldelas.
- Through any means admitted by law, including the electronic office.
The full text of the selection bases, with the merit scale and qualification requirements, is displayed on the municipal notice board and on the electronic office castrocaldelas.sedelectronica.gal.
Immediate precedent: a similar cleaning job bank
The same Council published ten days earlier, in the Official Gazette of the Province of Ourense on October 23, 2026, another call for an employment pool and temporary labor contracting for a cleaner/subaltern position for the schools and facilities dependent on the CPI Virxe dos Remedios (R. 2.549). In that case, the application period was reduced to three calendar days and the duration of the contract extended until the incorporation of the permanent holder of the position.
The sequence shows a consolidated practice in the Council, which has already resorted this year to temporary substitution formulas to cover assistance and service positions. Along the same lines, in October, the municipal Plenary initially approved a credit supplement of 13,248.25 euros financed by treasury surplus, as published in the Official Gazette of the Province of Ourense on October 15.
Relevance for the residents
The call directly affects the social care of a mountain municipality, where the social worker is the usual gateway for aid, dependency, and proximity services. With the creation of this pool, the Council ensures that absences due to vacations or sick leave do not leave the department without a professional during the coming months, although definitive access to a stable position remains pending future public employment offers.
