Por FactBox Admin

The Official Gazette of Castilla y León publishes this Wednesday, October 7, 2026, the VI collective agreement for the urban estate employees sector of the Community, which establishes the working day, vacations, remuneration, and disciplinary regime for doormen, concierges, and cleaners. The General Directorate of Labor and Occupational Risk Prevention, under the Department of Industry, Universities, Employment, and Trade, ordered its registration in the Central Registry of Collective Labor Agreements and Accords through the Resolution of October 2, 2026, with the code 78100025012010. The text appears in issue number 195 of the gazette, within section I.D of other provisions, with the reference BOCYL-D-07102026-195-13.
The agreement was signed on July 30, 2026, by the Association of Urban Estate Owners of Castilla y León (AFUCYL) and the unions CCOO del Hábitat de Castilla y León and UGT, and is processed in accordance with Article 90 of the Workers’ Statute and Royal Decree 713/2010. The resolution bears the signature of the general director, José Manuel Barrios Costa, dated in Valladolid on October 2, 2026.
The text enters into force the day following its publication and will be valid for four years, from January 1, 2026, to December 31, 2029. It applies to the owners of urban estates—individuals, homeowners’ associations, cooperatives, and conservation entities—and to the personnel who perform surveillance, care, and cleaning of the same, regardless of the use of the property.
Working day, vacations, and breaks
- Working day of 40 hours per week, from Monday to Friday, not exceeding 8 hours per day: 1,816 annual hours.
- Weekly rest of 48 uninterrupted hours, including Saturday and Sunday.
- 23 business days of paid vacations, not substitutable by financial compensation, preferably between July and September.
- A 30-minute snack break counted as effective working time when the continuous workday exceeds six hours.
- Extension of the workday compensated with a 75% surcharge during the week and 100% on Saturdays, Sundays, and holidays.
Remuneration and supplements
The monthly base salary for 2026 is set at 1,317.19 euros for all full-time categories, with annual increases adjusted to the CPI of the immediately preceding year. The main supplements are:
- Fixed position supplement: 75 euros up to 40 dwellings and 150 euros above that figure.
- Transport bonus of 84.82 euros per month for concierges and cleaners.
- 15.42 euros per month for the use of a personal telephone in the interest of the community.
- Two annual extraordinary bonuses, payable before June 25 and December 15.
- Seniority based on five-year periods, with a maximum of eight and 6% of the salary module.
- In-kind supplement for doormen: housing linked to the position, with a 10% deduction from the base salary and free electricity and water supplies.
Disciplinary regime and new matters
Chapter XIII classifies offenses as minor, serious, and very serious, with statutes of limitations of 10, 20, and 60 days respectively. Sanctions range from verbal or written warnings to suspension from employment and pay for 7 to 15 days for serious offenses, and from 16 to 60 days or dismissal for very serious offenses, with the right to appeal before the Social Courts following mandatory conciliation.
The agreement also incorporates equality and non-discrimination measures for LGBTI people, a protocol for adverse weather phenomena with four alert levels, and pay transparency obligations, including the salary register. It also creates a joint interpretation and monitoring commission, which must meet at least every quarter and issue a ruling within a maximum period of seven days.
The agreement affects a highly fragmented sector, in which the majority of companies employ a single worker, and updates the working conditions of doormen and concierges throughout the Community for four years.
