Castilla y León sets the ten commercial opening Sundays for 2027
Por FactBox Admin

The Regional Ministry of Industry, Universities, Employment, and Trade of the Regional Government of Castilla y León has set ten Sundays and holidays on which commercial establishments in the community may open to the public during 2027. The decision is formalized in Order IEM/1154/2026, dated October 30, published in the Official Gazette of Castilla y León number 213, dated November 4, 2026, section I.D (Other Provisions), pages 287 and 288, with official reference BOCYL-D-04112026-213-14. The order is signed by the regional minister Juan Carlos Suárez-Quiñones Fernández and will take effect from January 1, 2027.
The framework for the decision is the Recast Text of the Trade Law of Castilla y León, approved by Legislative Decree 2/2014, dated August 28, whose article 7.2 establishes that “the minimum number of Sundays and holidays on which shops may remain open to the public shall be ten.” The regulatory development corresponds to Decree 82/2006, dated November 16, which in its article 6 attributes to the regional ministry competent in trade matters the annual setting of the calendar by order, with a minimum of ten days.
The preparation of the calendar must attend “as a priority” to the commercial appeal of the dates, with the requirement that at least eight of the ten days be covered by the criteria of the Christmas campaign and the start of summer. The order is issued in light of the proposals formulated by sector representatives and the report issued by the Castilian and Leonese Trade Council, trade section, and in exercise of the competencies of Decree 12/2026, dated June 29, regarding the organic structure of the regional ministry.
The ten authorized dates for 2027
Commercial establishments located within the territorial scope of Castilla y León may open to the public, as a general rule, on the following days:
- January 3 (Sunday).
- January 10 (Sunday).
- March 25 (Thursday).
- June 27 (Sunday).
- July 4 (Sunday).
- August 16 (Monday).
- December 5 (Sunday).
- December 12 (Sunday).
- December 19 (Sunday).
- December 26 (Sunday).
The calendar combines eight Sundays with two holidays on working days, March 25 and August 16.
Christmas and the start of summer concentrate eight days
The criteria set by the order itself explain the distribution. At least eight of the ten days must fit into two specific windows:
- The Christmas campaign, generally understood from December 1 to January 15, both inclusive: groups the openings of January 3 and 10 and December 5, 12, 19, and 26, six in total.
- The start of the summer period, between June 16 and July 7, both inclusive: includes June 27 and July 4.
The remaining two days, March 25 and August 16, fit into the other two scenarios contemplated by the regulation: holidays with high tourist influx and the opening of at least one holiday when two or more consecutive holidays coincide, a scenario that occurs during the August 15 long weekend.
Safe from labor regulations and appealable
The authorization to open is understood to be «without prejudice to the provisions of current regulations in other matters and, particularly, labor regulations», according to the second section of the order. In other words, the commercial permit does not by itself alter the organization of shifts or the rights of the staff, which are governed by the applicable labor legislation.
The order concludes the administrative process. The following may be filed against it:
- An optional appeal for reversal (recurso potestativo de reposición) before the Counselor of Industry, Universities, Employment, and Commerce, within one month from the day following its publication in the bulletin, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
- A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León, within two months, according to articles 10 and 46 of Law 29/1998, of July 13.
The calendar arrives nearly two months before it comes into effect, providing room for merchants, buying centers, and distribution chains to plan assortments, staff reinforcements, and schedules for the next fiscal year. For small businesses and the service sector, the concentration of eight of the ten openings during Christmas and the start of summer reaffirms where the bulk of annual turnover on Sundays and holidays is played out: six days during the Christmas campaign and two in the first fortnight of July, compared to a year with little margin for opening on holidays outside those periods.
