Castilla-La Mancha expands the execution of PRTR funds in elderly care homes
Por FactBox Admin

The Department of Social Welfare of Castilla-La Mancha has exceptionally extended the deadline until December 31, 2026, to execute the funds from the Recovery, Transformation and Resilience Plan (PRTR) for construction projects of residences for the elderly. The measure is detailed in Order 145/2026, of October 8, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 197, of October 14, 2026 (reference 2026/7360), which modifies the twelfth base of Order 67/2022, of March 30. The regulation enters into force on the day of its publication.
Order 67/2022, of March 30, from the Department of Social Welfare, establishes the regulatory bases and calls for grants to finance the construction of residences for the elderly in the autonomous community funded by the PRTR. These grants are part of Component 22 “Shock plan for the care economy and reinforcement of equality and inclusion policies”, Investment 1, and respond to objective CID 323 of the plan approved by the Council of Ministers Agreement of April 27, 2021, in application of Regulation (EU) 2021/241.
The execution is also integrated into the Collaboration Agreement signed between the Ministry of Social Rights and 2030 Agenda and the Autonomous Community of Castilla-La Mancha, the validity of which extends until December 31, 2026, following the addendum published by Resolution of August 9, 2024, of the Secretary of State for Social Rights.
Three successive extensions since 2023
The twelfth base of Order 67/2022 initially set the expenditure imputation period between the date of the award resolution and December 31, 2023. That deadline has been successively extended:
- Order 200/2023, of December 17.
- Order 143/2025, of October 2.
- Order 120/2026, of August 4, which set the final date as October 15, 2026.
The new text generally maintains that October 15, 2026, and reserves the extension until December 31 for projects that meet the requirements of the Council of Ministers Agreement of September 1, 2026, published by Resolution of September 10, 2026, of the Undersecretariat of the Ministry of Finance, issued under the third additional provision of Royal Decree-Law 18/2026, of June 29.
Mandatory certificate and no new projects
To avail themselves of the exceptional deadline, the competent body must certify that the projects are actions already underway that contributed to the value declared to the European Commission in the certificate of the PRTR milestone or objective, included in a payment request submitted or pending submission within the deadline. The file must incorporate the certificate from the deciding or executing entity required by the Council of Ministers Agreement.
The order emphasizes the limits of the measure:
- It does not constitute an extension of the deadline for the fulfillment of the CID objective.
- It does not cover new actions nor does it alter the declared value, the milestones, or the objectives achieved.
- Only projects whose works have not commenced as of the date of publication of the call may be submitted.
- Obligations regarding justification, monitoring, control, verification, fraud prevention, and documentation retention remain in effect.
Appeals and Entry into Force
The regulation, signed by Councilor Bárbara García Torijano, exhausts the administrative route. An administrative-law appeal may be filed against it before the Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months, in accordance with Law 29/1998, of July 13. Entry into force occurs on the same day of its publication in the DOCM.
The decision provides leeway for city councils and promoting entities of residences funded with European funds, which face works of special technical, administrative, and financial complexity, but conditions it on strict certification: only projects already accredited before Brussels may charge expenses beyond October 15, 2026.
