Castilla-La Mancha abre la convocatoria de 7 millones para accesibilidad en viviendas

The Regional Ministry of Development of Castilla-La Mancha has approved Order 134/2026, of September 23, which establishes the regulatory bases and opens the 2026 call for grants for the improvement of accessibility in and to housing within the autonomous community. The regulation is published in the Official Gazette of Castilla-La Mancha (DOCM) number 188, of September 30, 2026, with the official reference 2026/6972 and the identifier BDNS 931563. The application period will remain open until November 30, 2026, unless the credit is exhausted beforehand.

The order bears the signature of the Regional Minister of Development, Ignacio Hernando Serrano, and is issued in development of the Strategic Grant Plan of the Regional Ministry of Development 2024-2026, under Line 001413 “Promotion of Building Rehabilitation” and Objective 000470 “Promote building rehabilitation and accessibility in buildings and housing.” The previous call for this program was structured through the Resolution of 03/19/2024, from the General Directorate of Housing, for the 2024 and 2025 fiscal years and within the framework of the State Housing Plan 2022-2025; the new call precedes the implementation of the State Housing Plan 2026-2030, which is why the Ministry incorporates the regulatory bases into the order itself.

Seven million euros and application period open until November 30

The maximum amount allocated to the call is 7,000,000.00 euros, distributed equally between the 2027 and 2028 annual budgets (3,500,000 euros each) charged to five budget items of program 1706, all with Fund 959. The amount may be increased by up to another 7,000,000.00 euros, coming from earmarked or own funds, without the need to open a new call or a new application period.

The procedure is processed under the simplified regime of competition until the credit is exhausted, and priority is resolved by strict chronological order of entry into the Single Document Registry of the Regional Government of Castilla-La Mancha. The resolution corresponds to the Provincial Delegation of the Regional Ministry of Development of the location where the housing is situated, with a maximum period of three months from the application.

Who can apply for the grants

The following may be beneficiaries, provided they do not carry out economic activity:

  • Owners or usufructuaries of homes, residential buildings, and the homes within those buildings.
  • Natural persons who are tenants, when they bear the cost of the works through the rental income and have the agreement of the owner or the community.
  • Homeowners’ associations and their groupings, constituted in accordance with Law 49/1960, of July 21, on Horizontal Property.
  • Grouped owners of buildings that meet the requirements of article 396 of the Civil Code and have not granted the constitutive title of horizontal property.

The homes must be located in Castilla-La Mancha, constitute the habitual and permanent residence, and have been completed before 2006, unless it is proven that at least one person with a disability or over 65 years of age resides in them.

Amounts: from 60% to 80% of the eligible cost

The subsidy covers 60% of the eligible cost of the action, a percentage that increases up to 80% if a person with a disability or over 65 years of age resides in the home or building. Unit limits are applied based on this:

  • Detached single-family homes or those grouped in a row: 12,500 euros per home; 15,000 euros if a person with a disability resides there; 18,000 euros if the recognized degree is equal to or greater than 33%.
  • Collective residential typology buildings: 9,000 euros per home and 90 euros per square meter of commercial premises or other compatible uses.
  • Homes located in collective residential typology buildings: 6,000 euros per home.
  • An increase of 3,000 euros more per home in properties declared as assets of cultural interest, listed, or with some level of urban protection.

Actions that improve the parameters of the Basic Document DB-SUA of the Technical Building Code and that have started between July 1, 2024, and December 31, 2025, will be eligible for subsidies. The order lists, among others, the installation of elevators, stairlifts, ramps, and automatic doors; support products such as hoists; guiding systems and luminous, vibrotactile, or sound warnings; magnetic loops; video intercoms; alarm devices and bidirectional communication in elevators; home automation; and works to expand circulation spaces or adapt bathrooms and kitchens.

Execution and justification

The action must be executed within a maximum period of 12 months from the notification of the award resolution in the case of single-family homes and homes in collective buildings, and 18 months in the case of collective residential typology buildings. The justification is presented within three months following the completion of the execution, by means of a report, a statement of expenses, invoices, and certificates of commencement and completion of work. The aid is compatible with other subsidies for the same purpose, provided that the total does not exceed the total cost of the action.

The call comes in a context of an aging population and sustained demand for the removal of architectural barriers in the region’s oldest residential stock. For owners, tenants, and homeowners’ associations, it represents a direct means of financing works that, in many cases, are unaffordable individually, with special attention to households where a person with a disability or someone over 65 years of age resides.
