Cassà de la Selva announces a position for a human resources technician.

The Cassà de la Selva City Council has opened the selection process to permanently fill a general administration technician (TAG) position in Human Resources and to create a work pool, through an open competitive examination under the career civil servant regime. The call, approved by the Local Government Board in an ordinary session on 3 August 2026, is published in the Official Gazette of the Province of Girona (BOP) No. 156, of 14 August 2026, with notice 7197.
The regulatory bases, processed under file number X2026002814, provide for one position in subgroup A1 with a destination complement level of 22 and a specific complement of 9,665.60 euros per year payable in 14 monthly instalments, with ordinary working hours. The position requires a university degree or equivalent and involves personnel management functions: selection and provision of jobs, labour relations, training, personnel files and management of work pools. The call and the full content of the bases are published in the BOP of Girona, in the Official Journal of the Government of Catalonia (DOGC) and on the municipal electronic bulletin board.
Requirements and submission of applications
To participate, the following requirements must be met:
- Be 16 years of age and not exceed the mandatory retirement age.
- Hold a university degree or equivalent, recognised if obtained abroad.
- Accredit Catalan language proficiency level C1 or pass the specific test; Spanish is only required of non-Spanish persons.
- Pay the examination fee of 40 euros established by Tax Ordinance No. 7, by transfer to the City Council account, stating the name, the position and the process code.
Applications should preferably be submitted through the municipal electronic office (https://seu-e.cat/ca/web/cassadelaselva) or, alternatively, at the City Council General Registry, at Rambla Onze de Setembre, 107, Monday to Friday on non-holiday days, from 9 a.m. to 2 p.m. The submission deadline is 20 business days counted from the day after the publication of the call in the DOGC.
Selection process: examination and competition
The examination phase is scored from 0 to 70 points, with a minimum of 35 to pass it, and consists of the following exercises:
- First exercise: test of knowledge of the official languages (Catalan and, where applicable, Spanish), graded pass/fail and of an eliminatory nature.
- Second exercise: theoretical test, with a multiple-choice questionnaire of 40 questions (60 minutes, maximum 16 points) and short questions (maximum 19 points).
- Third exercise: practical case-based test, with a maximum of 35 points and a minimum of 17.5 to pass it.
The competitive phase assesses merits up to a maximum of 30 points: professional experience (up to 15 points) and training (up to 15 points, including courses and the ACTIC certification). The syllabus in Annex I comprises 90 topics, 42 general and 48 specific, and those who pass the process must complete a 6-month internship period.
Job pool, panel and appeals
Applicants who pass the process without obtaining a position will automatically join the job pool, in order of score, to cover replacements arising from leave, holidays or workload accumulation, on a full-time or part-time basis. The pool will be valid for two years, tacitly extendable as long as no new one is constituted.
The qualifying panel will be chaired by the secretary of the corporation, with three members from subgroup A1 and one member appointed by the Public Administration School of Catalonia, and will include a secretary with voice but no vote. The bases may be challenged by means of administrative contentious appeal within two months before the Administrative Contentious Court of Girona, with the prior option of a reconsideration appeal within one month.
The call for applications, electronically signed by Pau Presas Bertran on 5 August 2026, represents an opportunity to access a permanent civil servant position in local administration and also opens a temporary placement route through the job pool over the next two years. For human resources management professionals with a university degree, the process combines theoretical and practical tests with the assessment of experience and training, according to the scale published in the bases.
