CASA 47 tenders the affordable housing project in Logroño

The Governing Council of CASA 47 Public Business Entity has opened the tender for the drafting services of the building project for an affordable housing development on Segundo Arce Street, no number, in Logroño. The announcement, with an estimated value of 525,074.00 euros and a duration of 30 months, is published in the Official State Gazette (BOE) no. 259, of October 19, 2026 (Sec. V-A, page 55182), under reference BOE-B-2026-33981 and case number 132719.

CASA 47 Public Business Entity is the public law body, under the control of a state authority, responsible for housing and community services. Its immediate origin is the modification of the SEPES Statute, approved by Royal Decree 1525/1999, of October 1, carried out by Royal Decree 1123/2025, of December 10 (BOE no. 297, of December 11, 2025), which resulted in the change of the entity’s name. Its declared objective is the creation of a state affordable housing stock, acting throughout the residential cycle, from land urbanization to construction and subsequent management.

The financial framework of this action is supported by allocations from the Ministry of Housing and Urban Agenda. The addendum to the agreement published in the BOE on June 19, 2026 (BOE-A-2026-13360) established the transfer to the entity of 260,000,000 euros allocated in the budget extension to finance the affordable rental housing plan.

A technical services contract with 30 months of execution

The contractual object is the drafting of the building project, not the construction work itself. The contract falls under CPV code 71310000 (engineering and construction consultancy services) and its primary place of performance is ES230, the territorial area of La Rioja. The duration period will be thirty months starting from the day following the formalization of the contract, with partial deadlines set in the specifications’ characteristics table.

The procedure is open and variants will not be admitted. Economic, financial, and technical solvency is not accredited in the initial phase: it will be required from the company that obtains the highest score, once requested to do so, in accordance with clause 7 of the specific administrative clauses specifications.

The quality of the proposal weighs 30 percent

The award criteria combine price and technical quality, with the following distribution:

Proposal quality: 30%.
Price: 15%.
Promotion optimization ratio: 10%.
Reduction of non-renewable primary energy consumption: 10%.
Industrialization of construction: 10%.
Global warming potential calculation: 5%.
Reduction of partial execution deadlines: 4%.
Reduction of work execution deadlines: 4%.
BIM improvement regarding the origin of measurements: 3%.
Provision of human and material resources: 3%.
BIM methodology certification: 2%.
Embedded water consumption calculation: 2%.
Work methodology: 2%.

Calendar: bids until November 17

Proposals must be submitted electronically through the Public Sector Procurement Platform (contrataciondelestado.es) by 1:00 PM on November 17, 2026. The opening of the economic bid envelope will take place on the same day at 2:00 PM, in a private act and electronically, at the entity’s headquarters at Paseo de la Castellana, 91, Madrid.

Bidders are obliged to maintain their offer for 6 months. Appeals are directed to the Central Administrative Tribunal for Contractual Resources, with a deadline of 15 business days from the day following the publication in the contractor profile. The announcement was sent to the OJEU on September 16, 2026, and the national announcement was sent on September 17, 2026, signed by the Secretary General, Gaspar Echeverría Summers.

Second simultaneous tender in Ávila

The same BOE number includes another tender from the same body, BOE-B-2026-33982, for the drafting of the project for an affordable housing development on Juan Aurelio Sánchez Tadeo street, no number, in Ávila, with file 132725. Both confirm the sequence of project assignments with which the entity is preparing new developments on public land.

The tender is of direct interest to architecture and engineering firms specializing in public residential building, and anticipates the calendar with which the state affordable housing stock begins to materialize on Riojan soil: first the project, then the construction. Furthermore, the weight given to architectural quality, energy efficiency, and industrialization in the award criteria marks the technical standard that the entity intends to apply to the rest of its portfolio.
