Cantabria initiates the protection of El Sardinero as a Local Asset of Interest
Por FactBox Admin

The General Directorate of Culture and Historical Heritage of the Government of Cantabria has initiated the procedure to declare the El Sardinero seafront, in Santander, an Asset of Local Interest under the category of Cultural Site. The resolution, signed on October 22, 2026, by the director general Eva Guillermina Fernández Ortiz, is published in the Official Gazette of Cantabria number 208, dated October 29, 2026, with the official reference CVE-2026-8405. The agreement arrives with the immediate and provisional application of the protection regime provided for assets already declared.
The file stems from a request by the Santander City Council to include the historical railings of Piquío and the seafront of the second beach in one of the protection categories of Law 11/1998, of October 13, on the Cultural Heritage of Cantabria. On June 2, 2026, a resolution by the Councilor for Culture, Tourism, and Sport had already ordered the file to be processed as an Asset of Cultural Interest.
From the railings to the complete ensemble
The Department, however, rules out limiting the declaration to the railings. The text reasons that the exclusive protection of those elements “is not appropriate in a space of such high patrimonial, landscape, and urban value” and that the relevance of the ensemble lies in the unity formed by the entire promenade and its immediate surroundings. Therefore, the declaration covers the complete route, from its beginning to its end.
The annex justifies the patrimonial value in the conservation of a unitary cultural landscape, the result of the interaction between architecture, urban planning, gardens, beaches, and tourist activity, and emphasizes that the value of the ensemble is superior to that of its individual elements. The proposal originated from the Head of the Cultural Heritage Service.
What remains protected
The delimitation begins at the intersection of La Unión Street with Reina Victoria Avenue and runs continuously through the seafront promenade, Castañeda Avenue, the Piquío promontory, Plaza de las Brisas, and Mesones Park, continuing along Manuel García Lago Avenue to the end of the promenade, at its link with the Cabo Menor area. Among the singular elements are:
- The Avenida de la Reina Victoria Promenade, inaugurated in July 1914 and embellished with railings, pergolas, benches, and viewpoints according to the project by the municipal architect Ramiro Saiz Martínez.
- The historic railing of wrought iron and limestone pillars with an enamelled ceramic band, already cataloged as a protected urban element in file 5.30 of the Special Protection Plan of El Sardinero.
- The Piquío promontory, landscaped since 1894 and renovated between 1931 and 1934, featuring the “Parallel Earth” sundial by Eugenio Cortiguera (1933).
- The Plaza de las Brisas, with the monument to Christopher Columbus by Josep Limona (1929) and the relief Map of Cantabria by José Torné Jiménez (1945).
- The two machine-gun nests from the Civil War, built from the spring of 1937 under the direction of the Army Corps of Engineers and the Coast Brigade No. 13, the only remains of a network of six.
- The Doctor González-Mesones Park, inaugurated in 1955 on the former dune lands of the Second Beach.
The declared asset includes twelve cadastral plots, two of them partially, according to the list in the annex.
Prior authorization and three-meter strip
The fourth section of the resolution transfers to the City Council of Santander the regime of article 52 of Law 11/1998: until the urban protection figure is approved, any urban action in the surroundings, including changes of use, must be approved by the Ministry of Culture, Tourism and Sport. If the planning is already approved, the license is the responsibility of the City Council, which must communicate its intention ten days in advance. Regional authorization will also be mandatory for placing advertising elements.
The protection environment is set as a strip three meters wide measured from the outer limit of the asset, on both sides, and affects 24 cadastral references, several of them partially. Against the resolution, which does not end the administrative process, an appeal for reversal may be filed before the Minister of Culture, Tourism and Sport within one month from the day following its publication.
The initiation is not the definitive declaration, but it already activates the protection regime and conditions any license in one of the most recognizable spaces of Santander. The file must be resolved and also published in the Official State Gazette, in accordance with article 28.3 of the regional law.
