Canaries entrusts the Cabildo with the third plan for Costa Teguise

The Regional Ministry of Territorial Policy, Territorial Cohesion and Water of the Government of the Canary Islands and the Insular Council of Lanzarote and La Graciosa have signed the collaboration agreement that articulates the management entrustment to formulate and draft the Third Plan for Modernization, Improvement and Increase of the Competitiveness of Costa Teguise, in the municipality of Teguise. The agreement was signed on September 1, 2026, and is published in the Official Gazette of the Canary Islands no. 191, of September 23, 2026, by resolution of September 14, 2026, of the General Directorate of Territorial Planning and Territorial Cohesion (document no. 3311, pages 35107-35121).

The agreement implements a management entrustment protected under Article 11 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, which allows for the transfer of material or technical activities between administrations. The transfer only affects the task of drafting the plan in each phase: the ownership of the competence remains in the hands of the regional Administration. The scope of application covers the tourist area of the Costa Teguise center.

Background: from the second plan to the insular initiative

The Council of Lanzarote and La Graciosa agreed in a plenary session on September 26, 2024, to request the signing of the agreement from the Regional Ministry and to authorize its president to sign it. The Teguise City Council gave its consent via decree no. 1310/2025 of its mayor-president, submitted with an entry registry dated June 10, 2025.

The Government of the Canary Islands accepted the initiative and authorized the agreement in its session on July 27, 2026, an agreement published in the Official Gazette of the Canary Islands no. 175, of September 1, 2026, with a 30-day public exhibition period for public and private agents to submit proposals. The file number is 2017/0023367.

The instrument replaces, within its scope, the Second Plan for Modernization, Improvement and Increase of the Competitiveness of Costa Teguise, approved by Decree 110/2015, of May 22 (BOC no. 142, of 7.23.2015).

Entirely insular financing

• Total estimated budget for the plan and its environmental document: 150,000 euros.
• The Insular Council of Lanzarote and La Graciosa assumes 100% of the cost, in all its phases.
• Financing charged to the 2026/2028 annual budgets.
• The agreement does not generate economic obligations for the Government of the Canary Islands, which will only provide the information and documentation available to it.
• Validity of four years from the signing, extendable via an addendum agreed upon before its expiration.

The Council may draft the plan using its own means or through external contracting, respecting public procurement legislation, but will remain responsible for the fulfillment of the entrustment.

Objectives and content of the plan

The purpose of the plan is to increase the quality and category levels of tourist accommodation establishments and complementary equipment, prevent and redirect the residentialization of tourist areas, and improve the image of the consolidated tourist center, with satisfactory public services, equipment, and facilities.

The minimum required documentation includes:

• Preliminary study, report with an executive summary, and a management and execution program.
• System of indicators and landscape integration analysis.
• Information and planning maps, and an economic viability report.
• Environmental documentation from the strategic environmental assessment.
• Mobility study and acoustic zoning.
• Gender impact report and business impact report.
• Analysis of possible compensatory consequences and regulations altered with respect to the current planning.

The applicable legal framework consists of Law 2/2013, of May 29, on the renewal and modernization of tourism in the Canary Islands; its regulation, approved by Decree 85/2015, of May 14; Law 4/2017, of July 13, on Land and Protected Natural Spaces of the Canary Islands; Decree 181/2018, of December 26, and Law 21/2013, of December 9, on environmental assessment.

Joint monitoring and termination

A joint monitoring commission will be established with two representatives from each party, chaired by the head of the Department, which will meet at least once a year. It will act as the body for oversight, interpretation of disputes, and coordination of the planning proposal.

The agreement is automatically terminated upon the final approval of the plan or upon the expiration of its term without extension, and may be terminated by mutual agreement, proven breach, or judicial nullity. Disputes shall be submitted to the Administrative Litigation Chamber of the High Court of Justice of the Canary Islands, at its headquarters in Las Palmas de Gran Canaria. Signed by the counselor Manuel Miranda Medina and the president of the Cabildo, Oswaldo Betancort García.

The publication formally opens the processing of the third modernization plan for Costa Teguise, an urban planning instrument that will condition the rehabilitation and competitiveness of one of Lanzarote’s main tourist centers over the coming years.
