Canarias amplía las ayudas para la compra de vivienda joven hasta 4,5 millones

The Canarian Housing Institute is increasing the allocation for the aid line intended to promote youth home ownership, which is now set at 4,507,709.00 euros. This is done through the Order of September 24, 2026, signed by the Minister of Public Works, Housing, and Mobility, Pablo Rodríguez Valido, and published in the Official Gazette of the Canary Islands (BOC) no. 197, of October 1, 2026, in section III. Other Resolutions. The regulation specifically modifies Annex I of the organization’s Strategic Subsidy Plan for the 2024-2026 period.

The modification responds to the proposal of the Management of the Canarian Housing Institute and has the favorable report 26/00670 from the General Directorate of Planning and Budget. The file is processed under Law 38/2003, of November 17, General Law on Subsidies, and Decree 36/2009, of March 31, which regulates the general subsidy regime of the Autonomous Community of the Canary Islands. The Canarian Housing Institute is attached to the Ministry of Public Works, Housing, and Mobility according to Decree 123/2023, of July 17.

A reinforced line for youth home purchase

The affected line is identified as 197G0006 PROMOTION OF YOUTH HOME OWNERSHIP, whose characteristics are detailed in the modified Annex I:

  • Objective: to facilitate access to home ownership for young Canarians with low income levels.
  • Purpose: housing intended as a habitual and permanent residence.
  • Expected effects: to encourage the independence of young people and mobilize the housing market for sale.
  • Estimated cost: 4,507,709.00 euros.
  • Completion deadline: December 31, 2026.
  • Funding source: Autonomous Community of the Canary Islands (CAC).

Successive modifications since 2024

The Strategic Subsidy Plan of the Canarian Housing Institute was initially approved by the Minister’s Order no. 70/2024, of April 23 (BOC no. 86, of 2.5.2024), for the 2024-2025 period. Since then, it has been subject to numerous updates, including those approved by:

Validity, extension, and programmatic nature

The order establishes that, if once the 2026 budget year has concluded a new Strategic Grant Plan has not come into effect, the current one shall be understood as extended in those lines that have adequate and sufficient budget allocation in 2027, until the approval of the new plan. The allocated amounts have been provided for in the expenditure budget of the Canarian Housing Institute for the 2026 financial year, and variations in funding that do not alter the content of the lines will not affect the validity of the plan.

The text further recalls that the plan is programmatic in nature and that, pursuant to Article 7.3 of Decree 36/2009, of March 31, its content creates neither rights nor obligations. Its effectiveness is conditional upon the implementation of the various grant lines, the budget availability of each financial year, and compliance with the budget stability objectives of the Autonomous Community of the Canary Islands. The order will be published in the Official Gazette of the Canary Islands and on the Transparency Portal, and will be subject to annual updates when necessary.

The impact of the measure is direct for young Canarians with low incomes seeking to buy their first home and for developers and operators in the residential sales market, who see the extension of a grant line based on competitive bidding with execution planned until the end of 2026.
