Canary Islands awards 22 Primary Care pediatrician positions via transfer
Por FactBox Admin

The General Directorate of Human Resources of the Canarian Health Service has approved the final list and the allocation of positions for the voluntary transfer competition for the provision of basic positions for statutory personnel in the category of Primary Care Team Pediatrician. The resolution, signed on September 30, 2026, is published in the Official Gazette of the Canary Islands no. 204, dated October 13, 2026, within the section of Appointments, situations, and incidents of the Ministry of Health. The process concludes with 22 positions allocated out of a total of 23 applications.
The competition was announced via Resolution of July 1, 2025, published in the Official Gazette of the Canary Islands no. 142, dated July 18, 2025, for the categories of Family Physician and Primary Care Team Pediatrician, along with the regulatory bases and the merit scale. Base four.1 of the call allows the procedure to be processed and resolved independently for each category, such that this resolution is limited to Pediatrics.
Following the publication, on July 1, 2026, of the lists of admitted and excluded persons and the provisional resolution of August 7, 2026—which already included the provisional allocation of positions—the Evaluation Commission submitted its proposal regarding claims and the assignment of destinations to the General Directorate. The authority to resolve corresponds to this management center in accordance with the thirteenth base of the call and Article 28.1 of Decree 123/1999, of June 17, on the selection of statutory personnel and the provision of basic positions in the health service delivery bodies of the Canarian Health Service.
Allocated destinations and highest scores
Annex I of the resolution contains the 22 final allocations, indicating the successful applicant, the total score, and the assigned position. The destinations are non-waivable, in accordance with the fourteenth base of the call. The maximum scores of the process are:
- Rafael Martín Romera: 100.0000 points, Las Breñas Health Zone (La Palma Health Services Management).
- María Luisa Naranjo Báez: 100.0000 points, Health Zone VII Las Palmas de Gran Canaria-Guanarteme.
- María Luisa Torres Álvarez de Arcaya: 94.0667 points, Zone IV Santa Cruz de Tenerife-Guigou 1.
- Cristina Ruiz García: 82.8967 points, San Juan de la Rambla-La Guancha Health Zone.
- María José García Mérida: 80.0846 points, Health Zone V La Laguna-Las Mercedes.
Annex II details the final list of contestants with the partial and total scores for each section of the scale. The lowest score among those who obtained a position corresponds to Mara Milla Núñez, with 32.6667 points, awarded the Vecindario Health Zone.
Upheld and dismissed appeals
The resolution fully or partially upholds the appeals filed against the provisional resolution by two contestants and dismisses a third:
- Alicia Rosalía Marrero García: appeal upheld.
- María Luisa Naranjo Báez: appeal partially upheld.
- Julieta Vila Salvans: appeal dismissed.
Julieta Vila Salvans, with 5.3473 points, appears on the final list without a requested position, as she did not obtain any of the requested posts.
Deadlines for cessation and taking possession
In its fifth section, the resolution establishes the deadlines for the awardees:
- Cessation from the position currently held, if applicable, must occur within three business days following the publication of the resolution in the Official Gazette of the Canary Islands.
- Taking possession must take place within three business days following cessation if the position is within the same Health Area, or within one month if it belongs to another Health Area or involves a change of Health Service.
- In the case of reinstatement from a leave of absence, the deadline for taking possession is one month from the publication of the final resolution.
- Deadlines may be extended, at the request of the interested party and if service needs permit, for a period not exceeding half of their initial duration.
- Failure to take possession within the deadline is understood as a waiver of the position and results in removal from the category, except for justified causes assessed by the General Directorate of Human Resources.
Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the General Directorate of Human Resources within one month, or a contentious-administrative appeal before the Contentious-Administrative Courts within two months, in accordance with Law 39/2015, of October 1, and Law 29/1998, of July 13. The document is signed by the Director General of Human Resources, José Ángel González Díaz.
The allocation comes in a context of structural deficit of specialists in Primary Care Pediatrics in the archipelago, therefore the distribution of destinations among the managements of Tenerife, Gran Canaria, and La Palma determines the effective coverage of the basic health zones and the continuity of care of the involved health centers.
