Canary Islands opens employment lists for interim teachers of the PFAE
Por FactBox Admin

The Canarian Employment Service has announced an extraordinary procedure to establish, organize, and implement the employment lists for interim teaching staff, management-teaching staff, and training coordination for the Work-Study Training Programs (PFAE) and other employment programs with a training component. The call is approved by the Resolution of October 1, 2026, from the Presidency of the organization, published in the Official Gazette of the Canary Islands no. 208, of October 19, 2026, under number 3589 and within the competitive examinations and contests section of the Ministry of Tourism and Employment. Access is determined by a merit-based competition, and applications must be submitted exclusively electronically.
The origin: 45% of projects unexecuted
The call responds to a problem persisting since the end of the transitional regime for labor contracting. Law 3/2023, of February 28, on Employment, allowed until December 31, 2024, the signing of labor contracts linked to active employment policy programs with the necessary technical personnel, a possibility that is no longer provided for after that date. This circumstance, combined with limitations on access to public employment, left the entities receiving the subsidies without a way to provide themselves with teachers.
The result, as acknowledged by the resolution itself, is that approximately 45% of the projects of public entities based in the Canary Islands have not been able to be carried out. To correct this, the appointment of interim civil servants per program has been chosen—a figure protected by Article 10 of the Basic Statute of Public Employees (TREBEP)—and by specific rules configured as an alternative procedure to the eleventh base of the regulatory bases approved by the Order of September 26, 2024 (BOC no. 33, of February 17, 2025).
Ten business days and electronic processing
The deadline for submitting applications is ten business days starting from the day following the publication of the resolution; therefore, the count begins on October 20 and concludes, in principle, on November 2, 2026. Requests are submitted only through the official form of the electronic office of the Government of the Canary Islands, at the address https://sede.gobiernodecanarias.org/sede/tramites/11110.
The main requirements are:
- Be registered as a job seeker with the Canarian Employment Service and keep the application updated, with training and experience registered.
- Possess the required qualification for the professional family or the corresponding professional certificate, with an exemption for those who can prove at least three years of experience through the recognition of professional competencies.
- Prove pedagogical and didactic training: qualification certificate for teaching in grades A, B, and C, vocational training for employment teaching certificate, a degree in Pedagogy, Psychopedagogy, or Teaching, CAP or an enabling master’s degree, or 600 hours of teaching experience in the last ten years.
- Not have reached the compulsory retirement age, have functional capacity, and not incur causes of incompatibility under Law 53/1984.
Scale: experience in PFAE carries more weight
The assessment of merits is carried out ex officio by the service itself, based on the data from the job application and its records, without self-assessment or initial documentation. Out of a maximum of 100 points, the distribution is as follows:
- Experience as a teacher, teacher-director, or training coordinator in PFAE: 0.42 points per month, up to 50 points.
- Experience in other service programs, such as the Extraordinary Social Employment Program (PES) or the Long-Term Unemployed Programs (PLD): 0.25 points per month, up to 30 points.
- Teaching in any other specialty of vocational training for employment: 0.17 points per month, up to 20 points.
Ties are resolved by the disability quota, by the months accumulated in PFAE, by the total months in the professional family, and finally, in alphabetical order according to the current draw. The lists will have a regional scope, with preferences by island or municipality, full-time or part-time, and floating status, and their maximum validity extends until December 31, 2029, extendable by express resolution.
Sixteen professional families and three profiles
Annex II of the resolution details the called lists, which cover sixteen professional families: Sociocultural and Community Services, Informatics and Communications, Administration and Management, Personal Image, Building and Civil Works, Physical and Sports Activities, Hospitality and Tourism, Agriculture, Mechanical Manufacturing, Transport and Vehicle Maintenance, Electricity and Electronics, Energy and Water, Food Industries, Security and Environment, Trade and Marketing, and Textiles, Clothing, and Leather.
Alongside the lists of teacher-trainers, lists are established for teacher-directors, with university degrees linked to the professional family, and for training coordinators, for graduates in Psychology, Pedagogy, Psychopedagogy, Teaching, Social Work, or Social Education. A fourth block is added for teaching staff from the teacher corps who provide adult education in programs such as the PLD.
Who appoints and under what limits
The lists are a technical support instrument: the Canarian Employment Service establishes and maintains them, but does not make individual appointment proposals. Their use corresponds to the beneficiary public sector entities that adhere via agreement, particularly the Canarian Federation of Municipalities (FECAM) and the local entities of the archipelago, which manage the calls and issue the appointment acts in accordance with their public service regulations. Incorporation into the position must occur within a period not exceeding 24 hours, and the appointment cannot exceed the duration of the project.
The resolution exhausts the administrative route: an optional appeal for reversal may be filed before the Presidency of the organization within one month, or a contentious-administrative appeal within two months. The document is signed in Las Palmas de Gran Canaria by the president, Jéssica del Carmen de León Verdugo.
The call reaches a group doubly affected by unemployment: graduates and teachers from the educational sector and vocational training for employment, many of whom have previous experience in stalled projects. For local entities, it represents the first stable way to fill teaching positions after nearly two years of legal deadlock, with a scale that prioritizes local knowledge and the methodology of dual training.
